| Reason for Recommended Action/Background |
The Yolo County Department of Financial Services and the Yolo County Habitat Joint Powers Agency (JPA) entered into an original Memorandum of Understanding (MOU) on May 29, 2013. This MOU was intended to ensure agreement as to the necessary financial services the County would perform, to assist the JPA in enhancing fiscal oversight and accountability.
The JPA has completed, and received, the required state and federal agency approvals necessary to move into the implementation phase of the Habitat Conservation Plan. As a result, the JPA reviewed and updated the MOU (Att. A) to ensure it was comprehensive of all necessary financial services. The majority of the changes were edits to terminology, however clarifications were added to the process where the JPA manages cash flows, and cash flow reserves, if needed, due to fluctuations in grant or permit related receipts of funds. These changes ensure the JPA continues to receive the necessary financial services under the revised MOU. |
