Reason for Recommended Action/Background |
Lamon Construction completed construction of this project on November 21, 2018 in accordance with the contract plans and specifications. The Board of Supervisor's acceptance of the work, and authorization for the Director of Public Works to record the Notice of Completion, will allow the project to be closed out and final payment to be made to the contractor.
Background
The segments of County Road (CR) 27 improved are shown on the location map (see Attachment A) and are listed below:
- CR 27 from one mile west of CR 92D to CR 93
- CR 27 from CR 94 to CR 95
- CR 27 from CR 97 to CR 98
The existing pavement on these sections of CR 27 had far exceeded its design life. It required extensive and frequent maintenance. The pavement replacement work included two basic strategies:
- Completely recycle the existing asphalt and base course in-place, add supplemental aggregate base as needed and treat with cement, and overlay with hot mix asphalt.
- Pulverize pavement in-place, add supplemental aggregate base, grade, compact and repave with asphalt concrete.
Segments 2 and 3 were funded with federal funds awarded to the County through SACOG’s competitive "2015 Regional/Local Funding Program". Segment 1 was one of the sites identified in the “2018 Pavement Preservation Project” included in the final fiscal year 2017-18 budget adopted on September 26, 2017. Because of the proximity and similar equipment needed to do these three segments, they were combined to facilitate construction and minimize the duration of road closure. (The plans and specifications for the balance of the 2018 Pavement Preservation Project were previously approved for bidding at the April 24, 2018 Board meeting.)
The Board of Supervisors approved the plans and specifications for the County Road 27 Rehabilitation Project on May 8, 2018, and authorized the Department to advertise for bids and award a contract to the lowest responsive bidder
Following the receipt of construction authorization from Caltrans, the Department of Community Services advertised the project.
Work began on September 17, 2018, and progressed through the construction season. The project was substantially completed in November of 2018, and CR27 opened to public traffic on November 16, 2018
The project was completed without any claims or change orders, and within the authorized budget. |

Competitive Bid Process |
The competitive bid process was completed in accordance with state and federal laws. The project was advertised on June 5, 2018, and bids were opened and read publicly at the Department of Community Services on July 10, 2018. Three bids were received at the bid opening on July 10, 2018, ranging from $2,678,540 to $3,317,305. Lamon Construction was the lowest bidder and was awarded the contract on July 26, 2018. Following receipt of the contractor’s bond and insurance certificates, the contract was executed on July 30, 2018.

The estimated final cost of construction is approximately $2,705,000 including payments to the contractor, construction engineering, and testing. Federal transportation funds will reimburse $1,563,800 of that amount with the remaining $1,141,200 funded by the Road Fund. |
