Recommended Action |
- Introduce, waive first reading, and receive a staff presentation regarding an ordinance (Attachment A) renaming the Local Mental Health Board (LMHB); and
- Provide direction to staff on the two alternatives for renaming the LMHB and continue the proposed ordinance, as revised based on Board direction, for a second reading and adoption at the next regularly scheduled Board meeting.

Reason for Recommended Action/Background |
The purpose of the attached ordinance is to revise provisions of the Yolo County Code relating to the Local Mental Health Board (LMHB) to change its name to either: the Local Mental and Behavioral Health Board (Alternative 1) or the Local Behavioral Health Board (Alternative 2). No changes in the authority or duties of the LMHB are proposed. The ordinance concerns the sole issue of the renaming of the LMHB, with a couple of minor clean-up edits to update the names of certain state entities.
The LMHB initially proposed the renaming several months ago. Its members prefer Alternative 1 (Local Mental and Behavioral Health Board). As directed by the Board, this Office briefly reviewed the approach to this issue in other counties and found, with assistance from the LMHB Chair, that a variety of different names are used (see summary table in Attachment B). No other county, however, appears to use the precise name preferred by the LHMB. In contrast, Alternative 2 (Local Behavioral Health Board) appears relatively common and this Office understands that the term "behavioral health" is considered inclusive of mental health, substance abuse, and related matters. Also, the statewide association of LMHB equivalents in various counties is named the "California Association of Local Behavioral Health Boards and Commissions."
On that basis, this Office submits that Alternative 2 (Local Behavioral Health Board) is a reasonable choice in that it employs terminology that is common and inclusive of the range of health issues within the purview of the LMHB. The Health and Human Services Agency also supports Alternative 2. However, like HHSA, this Office respects the preference of the LMHB and thus is presenting both options to the Board for consideration. If the Board elects to proceed with renaming and selects an alternative, staff will include the preferred alternative in the ordinance for a second reading and adoption at the next regularly-scheduled Board meeting. A redline of the proposed edits to the current Yolo County Code sections addressing the LMHB is included in Attachment C.
