Recommended Action |
- Approve agreement with Communicare Health Centers, Inc. to provide urine specimen collection and drug toxicology services in the amount of $24,000 for the period July 1, 2018 through June 30, 2019; and
- Delegate authority to the Director of the Yolo County Health and Human Services Agency or her/his designee to approve Option Year Letters not to exceed $24,000 per fiscal year, for a 3-year maximum payment obligation not to exceed $72,000. (Please see Sections 4. and 5. of Att. A. Agreement.)

Reason for Recommended Action/Background |
This Agreement will enable the Health and Human Services Agency (HHSA) to secure supervised toxicology specimen collections for County referred Child Welfare Services (CWS) clients who are being asked to drug test prior to a case being referred to the Juvenile Court. Previous CWS contracts containing this service expired at the end of FY 2017-18 and were not extended as it was anticipated that the Substance Use Disorder (SUD) Waiver contracts would cover toxicology specimen collection as part of the SUD assessment and treatment service.
During this first year of implementation of the pilot SUD Waiver Program, HHSA identified that toxicology services offered through the Waiver do not meet the ongoing service need for parents under investigation by CWS where allegations of abuse and/or neglect have been made and the social worker is assessing safety factors related to substance use prior to the Juvenile Court ordering SUD treatment. In the interim, Communicare has continued to provide these services for HHSA, while an informal quotation process was completed for an ongoing provider. |

Competitive Bid Process |
In compliance with the County's updated Procurement Policy, approved on December 11, 2018 via Minute Order 18-202, Item No. 18, the competitive selection process used for this agreement was "Informal Quotes". Four potential vendors were contacted by CWS staff regarding quotes for the provision of these services. Two potential vendors did not respond to HHSA’s overtures. Two potential vendors responded, Communicare and Cache Creek Lodge. Of these, Communicare’s quote was significantly less than Cache Creek’s quote. |

No general funds are required by this action. These services will be funded by Realignment funding. The amount of $24,000 is included in the HHSA adopted budget for FY 2018-19. The related funding will be included in the requested budget process for future fiscal years.
