Reason for Recommended Action/Background
The California Department of Conservation has issued guidelines for the Sustainable Agricultural Lands Conservation (SALC) program on behalf of the Strategic Growth Council, making California Climate Investments Programs funds available for planning and land acquisition grants. The Department of Community Services is interested in seeking such funding to assist with a much-needed update to the Dunnigan Area Community Pan.

In 2017, the County took action to remove the Dunnigan Specific Plan land use designation from the Countywide General Plan, rendering the 1996 Town of Dunnigan Area Plan inconsistent with the General Plan. Thus, the Dunnigan Plan requires an update to not only provide for General Plan consistency but take into consideration the current development pressures and needs of the historically agricultural community in northern Yolo County. The Department of Community Services has set aside General Plan Cost Recovery funds to complete an update of the Dunnigan Area Community Plan for 2022 and could use a smaller portion of those fees as a 10% matching fund contribution to use the SALC grant funds for completion of the Dunnigan Plan update.
Collaborations (including Board advisory groups and external partner agencies)
Community Services Planning staff will work with the State Department of Conservation and County Counsel to prepare an acceptable proposal and apply to acquire the funds. Staff will then work with stakeholders including community residents, farmers and property owners, business owners, the Dunnigan Citizens Advisory Committee, and interested parties to draft an update of the Dunnigan Area Community Plan. County Counsel has approved the resolution as to form.
