Approve and authorize the Chair to sign Grant Agreement with the United States Department of Agriculture (USDA) National Institute of Food and Agriculture (NIFA) in the amount of $500,000 for the Gus Schumacher Nutrition Incentive Program (GusNIP); and approve acceptance of GusNIP grant matching funds in the form of a restricted donation from Nugget Market, Inc. in the amount of $128,720 to fund the Yolo Bonus Bucks nutrition incentive program for CalFresh participants for the period of September 1, 2021, through August 31, 2025. Recommended Action
  1. Approve and authorize the Chair to sign Grant Agreement with the United States Department of Agriculture (USDA) National Institute of Food and Agriculture (NIFA) in the amount of $500,000 for the Gus Schumacher Nutrition Incentive Program (GusNIP) to fund the Yolo Bonus Bucks nutrition incentive program for CalFresh participants for the period of September 1, 2021, through August 31, 2025;
     
  2. Approve acceptance of GusNIP grant matching funds in the form of a restricted donation from Nugget Market, Inc. in the amount of $128,720 to fund the Yolo Bonus Bucks nutrition incentive program for CalFresh participants for the period of September 1, 2021, through August 31, 2025;
     
  3. Authorize the County Procurement Manager to enter into and accept any non-financial modifications or amendments of the GusNIP Grant Agreement, including exhibits, that are consistent with the current County procurement policy upon approval as to form by the County Counsel;
     
  4. Authorize the County Procurement Manager or designee to prepare and sign a collaborative MOU with Nugget Market, Inc. outlining HHSA’s use of the restricted donation to support the scope of work covered by the GusNIP Grant as well as Nugget Market, Inc.’s in-kind contributions to the same scope of work; and
     
  5. Authorize the Director of Yolo County Health and Human Services Agency or designee to prepare and sign any fiscal or program reports required by the GusNIP Grant Agreement.

Reason for Recommended Action/Background
The United States Department of Agriculture (USDA) National Institute of Food and Agriculture (NIFA) Gus Schumacher Nutrition Incentive Program (GusNIP), formerly known as the Food Insecurity Nutrition Incentive (FINI) Grant Program, supports projects to increase the purchase of fruits and vegetables among low-income consumers participating in the Supplemental Nutrition Assistance Program (SNAP/CalFresh) and nutrition assistance by providing incentives at the point of purchase. Incentivizing purchases of fruits and vegetables increases their affordability and consumption.
 
Yolo County Health and Human Services Agency (HHSA) was previously awarded a USDA NIFA FINI grant for the period of June 1, 2017, to May 31, 2021, which funded the Yolo Bonus Bucks program. The Bonus Bucks program doubled the CalFresh dollars that consumers could spend on fruits and vegetables at select retailers. This grant would allow that program to continue. This program supports the strategic plan goal of reducing disparities in health outcomes by increasing fruit and vegetable consumption in low-income residents, while also increasing the spending power of these residents’ CalFresh benefits. Participation in the program and the increase in fruit and vegetable purchases are tracked by the retailers and reported back to HHSA quarterly.
 
This Agreement requires cash and/or in-kind match of 100 percent of the amount funded by USDA NIFA.  HHSA accounted for this match in its application, as follows: 1) a partial cash match from Nugget Market Inc. ($128,720), 2) Public Health realignment funds from the HHSA budget ($250,000), and 3) additional  in-kind match coming from Nugget Market Inc. and other partner agencies, including CommuniCare and Yolo Food Bank, in the form of marketing and education/training costs to support and promote the program ($121,280.) The $250,000 in Public Health realignment funds that are to be used for Nutrition Education and Obesity Prevention (NEOP) programs are aligned with the Bonus Bucks program. Nugget Market, Inc.'s contribution of  $128,720 comes in the form of a restricted donation, which allowed HHSA to request the grant ceiling from USDA. These funds will allow Yolo County HHSA to relaunch Yolo Bonus Bucks Produce and Vegetable Buy Up program. The program will give qualifying CalFresh participants an additional $30 in fruits or vegetable purchases when using EBT and Bonus Bucks.

No general funds are required by this action. The total amount of this action is $628,720 in revenue for the period of September 1, 2021, through August 31, 2025.

The revenue amount of $628,720 and the HHSA cash match of $250,000 will be included in the HHSA final budgets for the associated fiscal years as follows.
