Reason for Recommended Action/Background |
The Justice Campus has an Auger House that houses a massive grinder, called the muffin monster, to grind up materials that should not typically be flushed into the system by inmates in the jail. The muffin monster grinds up and removes the materials before they enter the overall city sewage system.
In early July, the muffin monster had to undergo significant repairs due to the system being overwhelmed by excessive and malicious flushing of inappropriate materials (Att. A). In order to repair the system, emergency pump trucks had to be deployed to handle and haul off the sewage until the grinder could be repaired. The repairs have since been completed including the installation of an upgraded grinder better to handle materials that are flushed into the system.
General Services is continuing to explore with engineers if adding an additional grinder between the Auger House and the Detention Center is needed to pre-grind materials coming into the system or if the upgraded grinder is sufficient.
The total cost for this emergency event was $107,000 which was not previously budgeted in the General Services Facilities Division 2021-22 budget and the general fund contingency request reimburses General Services for these costs (Att. B). |

Yolo County General Services worked closely with Department of Finance who deemed the project an emergency due the impact to the health and safety of the Justice Campus employees and inmates and followed all procurement policy and procedures throughout the incident. |
