Recommended Action |
- Adopt resolution authorizing execution of a facilities sublease, ratifying prior actions, and authorizing certain actions in connection with State Public Works Board (SPWB) financing for the AB900 Monroe Jail Expansion project: and
- Authorize the County Administrator, Assistant County Administrator, and the Chief Financial Officer to execute and deliver documents to complete the issuance and delivery of the SPWB financing related to this project.

Reason for Recommended Action/Background |
The Board of Supervisors applied for funding to the State of California for improvements the the Monroe local jail facility in 2014. The County was awarded and entered into a Project Delivery and Construction Agreement (PDCA) in 2015. The facility began construction in 2019 and was finished recently with a certificate of occupancy issued in August 2021.
As part of the PDCA, the County agreed as part of acceptance of state funding to cooperate with the State Public Works Board (SPWB), Board of State and Community Corrections (BSCC), and California Department of Corrections and Rehabilitation (CDCR) as to the State's financing of the project and to use the facility in a manner consistent with requirements for tax-exempt financings.
The SPWB has determined to issue long-term bonds associated with the County's project. As such, the SPWB has asked the County in connection with that financing to adopt a resolution which would authorize the execution and delivery of a facility sublease (Attachment B) related to the facility and would ratify previous actions taken with respect to the Monroe Jail Project.
The resolution (Attachment A) would also authorize certain county officials, the County Administrator, Assistant County Administrator, and the Chief Financial Officer to execute agreements and take other actions as required to complete the financing with the SPWB. |

The County of Yolo Department of Finance collaborated with County Counsel, County Administrator's Office, and the County Sheriff's Office. The County also collaborated with California Department of Corrections and Rehabilitation, Department of Finance, State Public Works Board, and State Treasurer's Office on this proposed action. |
