Reason for Recommended Action/Background |
On June 23, 2020, the Board of Supervisors approved 52 on-call consulting contracts. When approved, the Board stipulated that any project that is awarded an on-call consultant is subject to a review process that, depending upon the size of the contract, may include the County Procurement Agent, the County Administrator's Office, or the Board of Supervisors. In compliance with the County Administrative Policies & Procedures Manual, the General Services Director is authorized to approve services for emergency work and other non-grant funded repair, construction, and/or urgent design projects under $100,000 with approval from the County’s Purchasing Agent and/or the County Administrator's Office depending upon project funding. All projects awarded that are over $100,000 or any grant funded work will be brought to the Board of Supervisors for approval. On-call consultant contracts may be utilized for work on a non-emergency basis, but they do not preclude the County from seeking other firms on the basis of requests for qualifications for any other major project.
A work authorization in the amount not to exceed $155,000 with Comstock Johnson Architects is needed in order to develop a schematic design which will provide construction documents, bidding assistance and construction phase services (Att. A). These documents will be for a stand-alone, pre-engineered metal building and site improvements to accommodate the anticipated move of the Yolo County Agriculture Department Shops. The building will be approximately 5,676 SF and will be located in the northwest corner of the 120 West Main Street property. It will house a trapping shop, maintenance shop, pesticides shop and water shop. The building will have HVAC, exhaust requirements, and a fire suppression system.
Once the full understanding of the project is realized the General Services Department will return to the Board of Supervisors for approval of the project budget and project implementation. |

Competitive Bid Process |
On-call contracts were solicited and reviewed in compliance with the Department of Financial Services policies and procedures. Contracts were approved by the Board of Supervisors on June 23, 2020. Board approval of this work authorization is required because the total compensation will exceed $100,000. |
