Introduce by title only, waive first reading, and receive public comment on a proposed ordinance amendment to Title 10, Chapter 12, "Off-Highway Vehicle Use (OHV) and Operation" of the Yolo County Code which, if approved, would ban the possession and consumption of alcohol and make certain safety equipment mandatory for all OHV riders; find the ordinance amendment exempt from CEQA under CEQA Guidelines Section 15061(b)(3) and continue adoption of the ordinance to the next regularly scheduled meeting of July 27, 2021.    34. Conduct Board Governance Session. The Board is expected to generally discuss and provide direction on matters of effective governance including but not limited to: good governance practices; government assessment; board assignment process protocol; and advisory committee policy.  
             
         

General discussion and direction to staff occurred on topics including in-person Board meetings and governance session facilitation.  The Board identified topics for future governance sessions such as the role of the Board chair, use of time-set items, and the role of subcommittees with overlapping authority, and then adjourned.
