Reason for Recommended Action/Background |
Drought conditions have impacted the community of Wild Wings resulting in a water table that was not able to recharge this past winter. There are two wells serving the Wild Wings community. At the beginning of spring of this year, both wells were approximately 18 feet lower than same time last year. One of these wells, referred to as the Canvasback well, primarily provides water to the Wild Wings golf course, and also serves as the redundant well to the community. Since March of this year, the average rate of decline per day of this well has been between half a foot and 1 foot/per day. On June 16, 2021, the pump was no longer stable enough to operate the Canvasback well and was turned off. With this well offline, the golf course drew water from the recycle pond at Wild Wings and reduced to only watering the greens, tees and fairways.
Staff met with neighboring property representatives and Yolo County Flood Control for alternative water solutions. The quickest and most cost effective option was to pump water from Cache Creek and pipe the water to the recycle pond. Staff obtained a quote from Rain for Rent and Pacific Southwest Irrigation for pipe, pump and generator rental. Rain for Rent was able to schedule the pipe installation on July 1, 2021.
An emergency purchase order was approved with Rain for Rent in accordance to the Yolo County Procurement Policy on July 1, 2021.
Water has supplied the Wild Wings golf course from Cache Creek since July 3, 2021. Additional well work is commencing at Canvasback well by replacing the pump with a more efficient option. Once operational the Canvasback well will operate as the redundant well to the community.
Staff recommends the approval of this resolution to the emergency work provided to the Wild Wings golf course. This resolution serves as the final requirement to the emergency work. |

Competitive Bid Process |
Staff requested quotes from two vendors: Rain for Rent and Pacific Southwest Irrigation. Rain for Rent had the pipe available immediately. Pacific Southwest Irrigation had the pipe available end of July. The Procurement Division has been involved with the solicitation process. |
