Reason for Recommended Action/Background |
On or about June 26, 2019, the County entered into an agreement, otherwise known as Agreement No. PO 3249 or HHSA OST Agreement 20-12 (“the Agreement”), with The Regents of the University of California, Davis (“Institution”). The institution provides career services to qualifying Yolo County residents, which include training and supportive services, linkage to job opportunities in Yolo County, occupational training, work based training, and basic skills training. This agreement provides participants with skills necessary to obtain employment leading to self-sufficiency. This agreement is designed to establish a plan of action that encompasses employment, training and/or specialized service activities necessary for ensuring a participant’s entry into and/or maintenance of unsubsidized employment. The institution provides all facilities, equipment, personnel, labor and materials necessary to provide these services.
Approval of this amendment will allow The Regents of the University of California, Davis to continue to provide these services to eligible and County referred Yolo County residents by adding funding in the amount of $20,000 for fiscal year 2020-21; and $20,000 for fiscal year 2021-22, for a new contract maximum of $130,000. |

On August 12, 2008, as a result of Senate Bill 293 in 2006, California legislation added to Chapter 2 of the Unemployment Insurance Code (commencing with Section 14005) relating to job training. SB 293 provides requirements for local Workforce Investment Areas in addition to Workforce Investment Act. (See section 14206(h) Develop local policy on the amount and duration of individual training accounts based upon the market rate for local training programs.)
Training grants in the form of Occupational Skills Training Agreements are to be based on the local prevailing market rate for similar training programs. The participant will select a provider through a case consultation process. Criteria to be considered in evaluating the school visited are school location, placement rate, curriculum, hours, and length of training and class size. In addition, the selected training program must be connected with job opportunities in Yolo County, the surrounding area or an area to which the participant is willing to relocate. An Occupational Skills Training Agreement may be established on behalf of an adult, youth or dislocated worker participant to purchase training services only with providers on the California Eligible Training Providers List (ETPL). |

No general funds are required by this action. These services will be funded by Federal funds. The action increases the contract budget for fiscal year (FY) 2020-21 by $20,000 to for a new FY 2020-21 contract budget of $50,000 The action also increases the contract budget for FY 2021-22 by $20,000 to $50,000 for a new FY 2021-22 contract budget of $50,000. After these increases, the total contract maximum is $130,000 for the period of July 1, 2019 through June 30, 2022. The amount of $20,000 is included in the HHSA adopted budget for FY 2020-21. The funding to cover the $50,000 in ongoing commitment costs will be included in the requested budget process for FY 2021-22.
