          Chair Reynolds called the meeting to order at 8:31 a.m.

   4. ADOPTION OF MINUTES OF PREVIOUS MEETINGS
             
          The May 09, 2019 meeting minutes were approved as presented with the correction on the first page to identify the correct commission members and their titles.

   7. PUBLIC COMMENT: Opportunity for members of the public to address the Planning Commission on subjects not otherwise on the agenda relating to Planning Commission business. The Planning Commission reserves the right to impose a reasonable limit on time afforded to any topic or to any individual speaker.

   8. CORRESPONDENCE
             
          There was no correspondence provided at the meeting.

             
TIME SET AGENDA
             
   9. ZF #2019-0001: Request for a Tentative Parcel Map to divide an approximately 202.39-acre agriculturally zoned parcel into two separate parcels on the west side of Old River Road, approximately 3.5-miles north of the City of West Sacramento, APN 042-310-008. A Negative Declaration has been prepared and circulated for the project. (Applicant/Owner: Ross and Julie Peabody) (Planner: C. Tschudin)
             
          Charlie Tschudin presented the staff report. The applicant, Ross Peabody, also addressed the commission.

There was no public comment.

A motion was made to approve staff recommendations with the following modifications:
  • Delete Condition No. 7.
  • Add a new condition following Condition No. 3:  No additional home sites may be developed beyond those currently present on the property.  In addition, applicant will continue to work with the Yolo County Habitat Conservancy to place a habitat conservation easement on the property. 
  • Revise the numbering to make consistent with the deletion and addition.

   10. Yolo Resiliency Planning Group presentation (Sarah Emerson).
             
          Taro Echiburu, Director of Community Services presented Sarah Emerson to the Commission. Sarah Emerson provided her presentationand answered questions regarding the Yolo Resiliency Planning Group.

             
   11. Receive update on local and regional flood planning, policy, and projects affecting Yolo County (Elisa Sabatini).
             
          Elisa Sabatini provided the update and answered the Commission's questions. Kyle Bickler and Joe Bartlett from the Department of Water Resources also addressed the Commission.

             
   12. DIRECTOR'S REPORT

A report by the Secretary of the Planning Commission on items from the recent Board of Supervisors meetings relevant to the Planning Commission and Department of Community Services activities for the month. No discussion by other commission members will occur except for clarifying questions. The commission or an individual commissioner can request that an item be placed on a future agenda for discussion.
             
          Leslie Lindbo provided the Director's report.

             
   13. COMMISSION REPORTS

Reports by commission members on information they have received and meetings they have attended which would be of interest to the commission or the public. No discussion by other commission members will occur except for clarifying questions.
             
          The Commissioners provided their reports.

             
   14. FUTURE AGENDA ITEMS

The opportunity for commission members to request an item be placed on a future agenda for discussion. No discussion by other commission members will occur except for clarifying questions.
             
          The discussion of future items was covered during the Director's report. Chair Reynolds requested periodic updates on the implementation of the HCP.

The Regular Meeting of the Yolo County Planning Commission adjourned at 11:15 a.m. The next regularly scheduled meeting of the Yolo County Planning Commission is August 08, 2019,  in the Board of Supervisors’  Chambers.

Any person who is dissatisfied with the decisions of this Planning Commission may appeal to the Board of Supervisors by filing with the Clerk of the Board within fifteen days from the date of the action. A written notice of appeal specifying the grounds and an appeal fee immediately payable to the Clerk of the Board must be submitted at the time of filing. The Board of Supervisors may sustain, modify, or overrule this decision.
