Recommended Action
  1. Adopt a resolution authorizing the Assessor to apply for the State Supplementation for County Assessors’ Program, a three-year pilot program with $264,267 in matching funds, that was created to provide funding to assist Assessors in performing property assessments; and
     
  2. Authorize the Chair of the Board  to sign the grant agreement if awarded.

Reason for Recommended Action/Background
The State Supplementation for County Assessors’ Program (SSCAP) is a three-year pilot program that was created to provide funding to assist Assessors in performing property assessments.  Program funds are available for staffing and technological improvements and require a local match at the rate of one local dollar for every two dollars the County receives in State Program funds.  The Yolo County Assessor/Clerk-Recorder/Registrar of Voters requests approval to apply for $528,534 in SSCAP funding for fiscal years 2019-20 and 2020-21 to support temporary staffing, GIS mapping enhancements, and purchase of a commercial/industrial appraisal suite.  The temporary staffing will allow the appraisal staff to focus on resolving assessment appeals and valuation of property.  The County matching funds of $264,267 over a two year period would be required to apply for the Program. 

Applications are due to the Department of Finance (DOF) by September 1, 2019, which has until October 1, 2019 to select participants.  DOF will notify the State Controller to remit the Program funds to selected participants by October 1, 2019, and each September 1 thereafter.  A resolution of the County Board of Supervisors that states that the County agrees to provide the Assessor with matching funds must be attached to the application.
