Reason for Recommended Action/Background |
Increasing traffic on Netherlands Road, higher speeds on the northbound approach on South River Road, and a curve with landscaping decreasing the clear sight distance at the intersection makes a multi-way stop at the intersection of South River Road and Netherlands Road advisable in the interest of public safety.
BACKGROUND
The intersection of South River Road with Netherlands Road is currently a tee intersection with a stop sign on the Netherlands Road leg of the intersection. With increasing tourism and developments related to the local viticulture industry, the intersection has seen an increase in traffic. Based on concerns expressed by the Clarksburg General Plan Citizens Advisory Committee to the District 1 Supervisor, Oscar Villegas, on both the amount of traffic and backups at the intersection and safety for turning vehicles, staff conducted a traffic survey on all three legs of the intersection in May of 2019.
A review of the data reveals that the volume of traffic and accident history do not satisfy all requirements the California Manual of Traffic Control Devices (CA-MUTCD) warrants for a multi-way stop intersection. The average daily number of vehicles entering the intersection (from all three legs) is 2373 vehicles per day, with southbound CR 140 being the leg with the largest amount of traffic. The speed of traffic approaching the intersection from CR140, especially from the south, is higher than desirable for the existing clear sight distance. The recommended clear sight distance from Netherlands Road is impeded with the curvature of the road and trees along the road. Additionally, the minor approach on Netherlands Road may encounter some delays during peak hours.
Despite the failure to satisfy CA-MUTCD, an engineering review of the data and of conditions on the ground, as described above, conlcude that given the increased volume of traffic, the speed of the traffic and the limited sight distance, a multi-way stop should be placed in all directions at the South River Road and Netherlands Road intersection, in the interest of public safety. Therefore, staff recommends that the board designate this intersection as a multi-way stop and authorize staff to install and maintain the appropriate signage. |
