On-Call Consultant Contracts: Background:

Ninety-eight on-call consulting contracts were approved by the Board of Supervisors on June 6, 2017.  When approved, the Board stipulated that any project that is awarded to an on-call consultant is subject to a review process that, depending upon the size of the contract, may include the County Procurement Agent, the County Administrator's Office, or the Board of Supervisors.

In compliance with County Administrative Policies & Procedures Manual, the County General Services Director is authorized to approve services for emergency work and other non-grant funded repair, construction, and/or urgent design projects under $100,000 with approval from the County Purchasing Agent and/or the County Administrators Office depending upon project funding. All projects awarded that are over $100,000 or any grant funded work will be brought to the Board of Supervisors for approval. On-call consultant contracts may be utilized for work on a non-emergency basis, but they do not preclude the County from seeking other firms on the basis of requests for qualifications for any other major project.

Requested Work Order Authorization Approval
The $100,000 work authorization for Ascent (Attachment A) consists of:
  • $100,000 in a regional greenhouse gas (GHG) inventory
Regional GHG Inventory
The County and cities of West Sacramento, Davis, Winters and Woodland are proposing to develop a regional GHG inventory that will promote consistency between the jurisdictions on the collection, timing and methodology of GHG emissions data. Although the County recently completed a GHG inventory, this authorization would also include development of a GHG Inventory tool that would allow the County (and all cities) to calculate their inventory in-house in the future.
Data for the jurisdictions that need an inventory will be collected for calendar year 2016, which will serve as the baseline year for the regional inventory. Once the required data is collected for each sector, Ascent proposes to analyze the results, and create a tool to calculate GHG emissions.  This tool will be designed to allow jurisdictions to update future inventories on an annual or bi-annual basis, utilizing internal staff.  Additional training and a technical memorandum will be provided on the methodologies used to calculate GHG emissions and provide guidance for future updates. The long term savings of a regional inventory, that can be updated by staff is significant.  Additionally, cost sharing will be divided between the jurisdictions  based on the product they need. It is mutually beneficial for the cities and County to join together under one contract with Ascent rather than having five contracts that will be accomplishing the same thing.

Therefore, staff recommends the approval of the Yolo Regional Greenhouse Gas Inventory and Tool developed by Ascent, that will be utilized for current and future inventories.

Competitive Bid Process
On-call contracts were solicited and reviewed in compliance with Department of Financial Services policies and procedures. Contracts were approved by the Board of Supervisors in June 2017. Board approval of this work authorization is required because the total compensation (FY 19/20) will exceed $100,000.
