Reason for Recommended Action/Background
The Board approved a Federal Aviation Administration (FAA) grant application in May 2019 for construction of a drainage basin to meet the on-airport demands for storm runoff. In addition to approving the FAA application, the Board also approved acceptance of a $50,000 grant from CalTrans and $60,000 from the Airport Enterprise Fund.  The County issued an RFP in May and received eight bids.  Low bidder was Teichert Construction at $884,610.

The FAA requires the construction request for proposals process to be complete prior to providing grant funding.  With the bidding process complete and the contractor selected, staff have applied for a grant in the amount of $998,576 for construction and related costs.  Total project budget is $1,109,529 with the balance of funds provided as noted above.  Project construction is scheduled to begin September 4, 2019 and due to the lack of Board meetings prior to that date, staff is requesting authorization for the Assistant County Administrator to negotiate and sign a contract with Teichert Construction in an amount not to exceed $973,071 which is the bid amount of $884,610 plus a 10% construction contingency.  A contract would not be signed until receipt of verification of funding from FAA.
