Reason for Recommended Action/Background
The County is preparing for an accreditation visit in 2020 as part of the Federal Emergency Management Accreditation Program (EMAP).  EMAP is an independent non-profit organization that fosters excellence and accountability in emergency management and homeland security programs by establishing credible standards in a peer review assessment and accreditation process.  In preparation for the evaluation of our Emergency Management Program, staff are reviewing the EMAP standards in order to determine if the County meets each standard. 

Staff are currently working on Chapter 3 of the EMAP standards which is related to our Emergency Management Program leadership.  The standard related to Administration and Finance requires that the County have written fiscal and administrative procedures for use before, during and after an emergency/disaster.  These procedures must have a method and schedule for evaluation, maintenance, and revision of those procedures.  Staff believes our fiscal and administrative polices adequately capture our process for necessary actions before, during and after an emergency.  However, our guiding policy on evaluation, maintenance and revision of those procedures does not include a method or schedule for regular review.  Staff have modified the Statement of Purpose policy which provides this guidance to departments and the CAO will monitor compliance with this revised methodology.

Attachment A is a redlined version of the policy indicating the recommended changes.  Attachment B is a clean version of the policy.
