Reason for Recommended Action/Background |
On May 13, 2019, the Department of Housing and Community Development (HCD) released a notice of funding availability for the Housing for a Healthy California (HHC) – Article II program funds through competitive application process.
The HHC – Article II program is intended to address the high costs incurred by healthcare, corrections, and law enforcement systems for homeless persons while living on the streets. Funds may be used to acquire, design, construct, rehabilitate, or preserve permanent supportive housing, fund a 15-year operating reserve, and/or provide rental assistance for persons who are experiencing chronic homelessness or who are homeless and a high-cost health user. Counties must identify a funding source for supportive services for participants and ensure that services are made available to participants.
Yolo County intends to utilize the funds to provide permanent supportive housing for the target population, including: persons who are chronically homeless or homeless and high-cost health users, Medi-Cal beneficiaries, eligible for Supplemental Security Income (SSI), eligible to receive services under a program providing services promoting housing stability, and whose health conditions are likely to improve with supportive housing.
Additionally, staff is working with Friends of the Mission to fund additional units in their W Beamer Place project that have not already been funded with No Place Like Home (NPLH) program funds. In January 2019, the County applied in conjunction with Friends of the Mission to fund 29 assisted units in their 61-unit project under the NPLH program. The County now intends to fund an additional 10 assisted units under the HHC program.
Staff hereby recommends that the Board of Supervisors adopt the resolution authorizing staff to participate in and receive funds from the HHC Article II program to provide housing to the most vulnerable section of the community. |

No fiscal impact at this time. If HHSA's application is approved by HCD, granted funds will be included in the budgeting process of the County for future fiscal years. The County is expected to encumber the entire grant amount by June 30, 2020 and fully spend it by June 30, 2023. The County is required to provide an in-kind match in the form of provision of support services to participants in the proposed program. HHSA will utilize existing case management staff to meet this requirement.
Per the County Grants Administration Policy, HHSA will also be pursuing approval from the County's Grants Oversight Committee before submitting this grant application. |
