Direct staff, on behalf of the Wild Wings County Service Area, to provide a water service "Will Serve" letter to the Watts-Woodland Airport and negotiate conditions of service to the airport for final approval by the Board of Supervisors. (No general fund impact) (Nunes/Gabor)
Recommended Action
  1. Direct staff, on behalf of the Wild Wings County Service Area, to provide a water service "Will Serve" letter to the Watts-Woodland Airport; and
     
  2. Direct staff to negotiate conditions of service to the airport for final approval by the Board of Supervisors.

Reason for Recommended Action/Background
On April 5, 2019, Yolo County Environmental Health staff met with Bruce Watts, the owner of the Watts-Woodland Airport, Inc. It was determined that the airport's onsite drinking water well and the associated distribution system meet today's criteria for a public water system per California Health and Safety Code 116275(h), and thus a public water supply permit is required.

One of the permitting requirements is to comply with SB1263, which became effective on January 1, 2017. The goal of SB 1263 is to discourage the establishment of new, unsustainable public water systems where there is a feasible alternative. Given the close proximity of the airport to the Wild Wings public water system, Environmental Health staff believe that providing drinking water to the airport by connecting to the Wild Wings drinking water service areas is a more feasible alternative than creating a new public water system. This also satisfied the SB 1263 mandate and therefore, Environmental Health is in support of the efforts to move forward with this connection.

Mr. Watts has approached both LAFCo and the CSA with his desire to connect the airport to the Wild Wings water system. As the impact to the CSA system is insignificant, it is the recommendation of CSA staff, and the CSA's Advisory Committee per a unanimous vote during their June 5, 2019 meeting, to support this Out-of-Agency connection. Attached is a draft "Will Serve" letter which will be provided to Mr. Watts following Board action.
