Reason for Recommended Action/Background
The County's janitorial services are performed by an independent contractor.  The existing contractor, Lincoln Training Center, is performing services under the current contract since 2012.   The County desires to have janitorial services provided at 45 sites throughout the County.  The desired services includes emptying waste, recycling and organics waste bins, dusting surfaces, vacuuming, cleaning windows and other tasks at each sites.

On February 26, 2019, the Procurement Division issued a Request for Proposals (RFP) for Janitorial Services.  Sixty-eight potential proposers viewed the opportunity.  Two walkthroughs were held and three potential proposers attended the site visits.  On April 4, 2019, the RFP closed and two proposals were timely received.  The Procurement Division reviewed both proposers and found that only one proposal was responsive.  The remaining proposal was forwarded to a multi-departmental evaluation team.  The evaluation team determined that Lincoln Training Center's proposal is responsive and responsible.  The County did not receive any protest regarding the intent to award recommendation.  Subsequently, contract negotiations commenced and it is recommended that a three-year contract be awarded to Lincoln Training Center.

Lincoln Training Center is a non-profit organization established in 1964 and its other notable clients are the California Departments of Corrections, Transportation, and Veterans Affairs; the Counties of Fresno and Los Angeles and the City of Sacramento.  In 2017, Lincoln Training Center received accreditation from the Commission on Accreditation of Rehabilitation Facilities for meeting higher standards and providing quality employment services.  Lincoln is certified by the Cleaning Industry Management Standard for meeting higher standards for the management and operations of a building cleaning service company.

County Counsel approves the contract as to form.  Representatives from the General Services Department, Health & Human Services Agency, Sheriff's Office, and Department of Financial Services participated in the selection process.

The funding source utilized to pay for this Contract varies by department, but includes a mixture of general fund and other revenue sources.  The cost of janitorial services is increasing from prior years due to increases in labor cost, added scope requested by departments, and an added requirement to service organic waste bins.  Departments included most of the cost in their budget for janitorial services.  The Department of Financial Services, together with the County Administrator's Office, will monitor those departments that have sensitivity to increased janitorial costs.

Costs for the contract's second and third years are fixed in this contract.  The County has an option to extend this contract for three additional one-year periods at a rate not to exceed the consumer price index plus two percent.
