Recommended Action |
- Adopt the plans and specifications for the 2019 Road Rehabilitation Project;
- Authorize the Director, Public Works Division to sign the Notice to Contractors;
- Authorize the Department of Community Services to advertise for competitive bids;
- Authorize the Director, Public Works to execute a construction contract with the lowest responsive bidder, provided the contract amount does not exceed available funds, or to reject all bids; and
- Authorize the Director, Public Works to approve all construction change orders, provided the contract amount does not exceed available funds for the project.

Reason for Recommended Action/Background |
These actions will allow the Department to solicit competitive bids, expedite the contract award, and promptly proceed with construction.
Background
The proposed County roads (CR) where pavements will be improved are located throughout the County as shown on the location map (see Attachment A) and listed below:
CR 102 from CR 17 to State Route 113
CR 22 from Woodland City Limits to the west levee of the Yolo Bypass
On road segments where the pavement has far exceeded its design life, pavement will be replaced. The pavement replacement work includes two basic strategies:
- Milling and removing the existing pavement in the travel lanes and repaving the milled area with new asphalt concrete.
- Cold in place recycling with expanded foamed asphalt of the existing pavement; then grade, compact the recycled pavement and repave with a new asphalt concrete layer on top.
The CR 22 work will be followed by shoulder work to conform to existing grades and driveways.
The project is expected to take approximately 55 working days to complete. Road closures will be used to complete the work safely and efficiently on CR 102 from CR 17 to State Route 113, and on CR 22 from Woodland City Limits to the West levee of the Yolo Bypass. The contractor will be required to provide access to residences and businesses along closed roads at all times. Advance notification signs will be placed to direct motorists to alternate routes during the closures.
County Planning staff reviewed the project under CEQA and determined that it is categorically exempt. A Notice of Categorical Exemption was filed with the County Recorder on May 9, 2019. |

Competitive Bid Process |
The competitive bid process will be completed in accordance with State law. Bids will be opened and read publicly at the Department of Community Services. A contract may only be awarded to the lowest responsive and responsible bidder. |

A total of $3,074,000 is budgeted in the approved-recommended FY 19/20 Road Fund budget for the 2019 Road Rehabilitation Project. Senate Bill 1 (SB 1), the Road Improvement and Accountability Act of 2017, will provide 100% of the funds for construction.
