Reason for Recommended Action/Background

Yolo Community Care Continuum (YCCC) provides adult crisis residential mental health services to Yolo County consumers experiencing acute or severe psychiatric episodes requiring temporary removal from their home environment. These individuals must meet the Medi-Cal mental health medical necessity criteria. Approval of this agreement will further the Yolo County Health and Human Services Agency’s (HHSA) efforts to support community-based services and prevent higher cost of care from occurring more than necessary.

Competitive Bid Process
On February 25, 2014, HHSA (then operating as the Department of Alcohol, Drug and Mental Health), issued a Request for Proposals (RFP) from qualified community based organizations to provide crisis residential services for adults experiencing acute or severe psychiatric episodes requiring temporary removal from their home environment. The RFP was open for 25 days (just over 3.5 weeks.) Bidders were offered the opportunity to ask questions and submit proposals via the electronic BidSync system.

The RFP covered a six-year contractual period from 2014-2020, however, the initial agreement covered only a five-year period. At this time it is staff's recommendation to renew this agreement for its sixth and final year, as allowed in the RFP. HHSA continuously works with local community-based organizations to develop a continuum of care that provide treatment options to adults with severe psychiatric episodes in the community. Throughout fiscal year 2019-20, HHSA will be analyzing the various needs for crisis residential services to Yolo County adults experiencing acute or severe psychiatric episodes and developing a plan for funding and services in future years.  Extending this agreement into its sixth year will allow time for this analysis to occur.

The total amount of this action is $800,000 for the period of July 1, 2019 through June 30, 2020. No general funds are required by this action.  These services will be funded by Realignment.  The amount of $800,000 is included in the HHSA recommended budget for FY19-20.
