Reason for Recommended Action/Background |
The Probation Department has had a long history with Northern California Construction Training Inc. (NCCT) that dates back to 2006, when the Yolo County Construction Program under Probation's administration began. The Yolo County Construction Program (YCCP) has flourished under this long standing collaboration, and it even won the 2017 California State Association of Counties Challenge Award for Administration of Justice and Public Safety. This program, developed to be an alternative way of engaging our youth in their education through a vocational education program, has seen positive outcomes with a high number of youth completing the program successfully. In addition to successful completions, school attendance increased, as did academic performance. In the last session, the 2018-19 school year, three participants achieved the academic credits needed to graduate high school and receive their diploma while the remaining nine participants have seen improved attendance and/or successful credit completion. Youth in the program can continue to participate each school year until graduation. Continuing with the same provider provides comfort and security for the youth in knowing what is expected. Lastly, the Yolo County Construction Program is an alternative to reduce the county’s placement costs, which are otherwise a higher monthly amount per youth.

Keeping in line with the Yolo County Procurement Policy, the Yolo County Probation Department released a Request for Proposal (RFP) on April 25, 2019; we received one bid for the RFP through this process. The bidder, Northern California Construction Training, Inc (NCCT), responded to the RFP by the deadline of May 10, 2019. During the initial review of the proposal, the respondent was sited to have met the minimum requirements. In keeping with the RFP and county procurement guidelines an evaluation committee of four members was put together which included one stakeholder, Yolo County Office of Education. The submission from NCCT was reviewed by the panel and scored. The average score of all four evaluations was greater than 90, an above average score to support an award to the contractor.
