Recommended Action
Approve seventh amendment to the agreement with Partnership HealthPlan of California (PHC) to increase the administrative fee from 3% up to 10% for all intergovernmental transfers (IGTs) for the period July 1, 2019 through June 30, 2024.

Reason for Recommended Action/Background
Since 2011, Partnership HealthPlan of California (PHC) has been working with the Yolo County Health and Human Services Agency (HHSA) to secure federal financial support for services delivered to the Medi-Cal population that have not previously received federal matching funds. The mechanism for securing these funds involves an intergovernmental transfer (IGT) process, through an agreement with the California Department of Health Care Services (DHCS). The IGT process requires that Yolo County transfer local funding to DHCS, who uses the funds to draw down additional federal matching funds. DHCS then transfers the original county funds along with the federal matching funds (minus an administrative fee) to the local Medi-Cal Health Plan (in Yolo County this is Partnership Health Plan of California). Partnership then awards these funds to their partnering entities, including Yolo County.  
 
The agreement between PHC and HHSA regarding IGT funding has been in place since March of 2011, and has been amended periodically to reflect changes in the IGT process. The seventh amendment will increase the administrative fee kept by PHC from 3% up to 10%. PHC allocates a significant amount of staff time and resources for the administration of IGT and only recently began applying an administration fee, even though many, if not all, of the other health plans administering IGTs have charged up to 30% to administer the program.
 
Staff hereby recommends the Board approve this seventh amendment to increase the administrative fee for PHC, which will allow PHC to receive appropriate compensation for the resources it offers towards our collaborative efforts to secure IGT funding in our community.

Competitive Bid Process
Bid process is not applicable to this agreement/amendment. Yolo County Procurement policy (approved by Yolo County Board of Supervisors on December 11, 2018 via Minute Order no. 18-202, Item No. 18) or policy in its succession shall be applicable to all future purchases of goods and services to be done using federal matching funds (new monies) received through IGTs.

There is no immediate fiscal impact due to this action. HHSA will receive information regarding its actual FY 2019-20 allocation of IGT funds at a later date. This funding shall be used according to the Yolo County-Board of Supervisors’ approved policy for spending of IGTs and in turn, this spending shall be included in the fiscal year budget development process as required.
