The two County-owned buldings at 500 Jefferson Boulevard (buildings A and B) in West Sacramento are primarily utilized by the County’s Health & Human Services (HHSA) West Sacramento Service Center, and CommuniCare, a non-profit health center. Building A was recently purchased from the City by the County. This staff report outlines the intended future plans for these buildings.
HHSA Service Center
The County offices at 500 Jefferson Boulevard consist of two buildings, Building A and Building B. Building A houses the County’s West Sacramento Service Center (80% of building), County Probation Offices (15%) and District 1 Supervisor Offices (5%). The Yolo County Children’s Alliance sublets a few cubicles and offices in this building. These services will continue at this location. Moving forward the County’s HHSA Service Branch will expand their current service offerings in West Sacramento to include a more robust Child Welfare Services office, CalFresh, CalWORKS and other eligibility programs as well as health services. This would allow the West Sacramento campus to offer services in the same capacity as are available in Woodland. However, Building A is currently severely impacted and every cubicle and office space is being used.
Building B houses CommuniCare Health Center (75% of building) as well as a County mental health urgent care center and adult wellness center, as well as offices for health contractors. CommuniCare contracts for their space via two leases: the first lease expires in 2026, if all extensions are granted, and the second lease that added offices and a pharmacy in 2016 expired in 2018 and is now month to month.
While no plans have currently been made, the HHSA Service Branch plans to formalize long-term plans at 500 Jefferson Blvd. closer to CommuniCare’s lease expiring in 2026, and the consequent freeing up of office space in Building B. Once additional office space is made available, reorganization possibilities include bringing more services to West Sacramento and housing them in Building B, moving Probation’s Day Reporting Center (currently across the street from 500 Jefferson Blvd.) or the District Attorney’s West Sacramento Office into Building B.
Parking is an issue that will need to be addressed as this location seeks to increase services and therefore clients. Currently parking is limited for both clients and employees, and vandalism and other legal enforcement issues such as illegal camping and littering are problematic.

Other expansion options were considered several years ago, however it was decided that it was more fiscally sound to continue purchasing Building A (Building B was already owned by the County) instead of purchasing or leasing at another site for more space. A focus is instead being placed on finding a new, long term location for CommuniCare, who is also in need of additional space.
CommuniCare
The County has met several times with CommuniCare to discuss future options once their lease concludes in 2026. Though CommuniCare prefers to remain on site and expand in the existing building; staff recommends allowing the lease to expire in 2026. Currently, CommuniCare has a zero cost space within the building and pays a significantly discounted lease rate for the remaining space. If CommuniCare continued to provide service at 500 Jefferson, the County would need to purchase another site, thus bifurcating services and paying more for space rather than fully occupying already owned buildings on a single campus. Instead the County has hosted meetings with West Sacramento and CommuniCare to discuss site options in the same general area that would allow CommuniCare to own a building that is better sized to their long term space needs of approximately 30,000 square feet. For this option to succeed, the County and City would likely need to collaborate with CommuniCare and develop a financing plan to redevelop something in the general proximity. The City Manager’s office has been helpful in identifying strategies and options, though we do not yet have a preferred site located. Dr. Melissa Marshall of CommuniCare will present more on their plans for utilizing the space until their lease finishes and their plans for relocation.
