Recommended Action |
- Approve a new agreement with Yolo Community Care Continuum (YCCC) in the amount of $1,401,600 for the period July 1, 2019 through June 30, 2022, for the provision of adult residential treatment services through the Farmhouse Program; and
- Delegate authority to the Director of the Yolo County Health and Human Services Agency or her/his designee to approve Option Year Letters not to exceed $467,200 per fiscal year, for fiscal years 2022-23 and 2023-24 for a 5-year maximum payment obligation not to exceed $2,336,000. (Please see Section III. of Att. A. Agreement.)

Reason for Recommended Action/Background |
On June 24, 2014, the Yolo County Board of Supervisors (BOS) approved Agreement No. 14-131 with YCCC in the amount of $1,801,152. Under this agreement YCCC provides Access to Care for Homeless and the Indigent (ACHIP) services and adult residential treatment for Seriously Mentally Ill adults meeting the mental health medical necessity criteria via the YCCC Farmhouse Program, for the period July 1, 2014 through June 30, 2017. On June 6, 2017 the term of Agreement No. 14-131 was extended through June 30, 2019 providing for a full 5-year contract term.
Yolo County continues to serve Seriously Mentally Ill adults meeting the mental health medical necessity criteria that require the long-term residential treatment services provided by the YCCC Farmhouse Program. The goals of this program are to help clients increase their ability to live independently through skill building, job training and/or other educational programs to further their independence and to reduce costs to the County by reducing psychiatric hospital stays, Institute for Mental Disease (IMD) placements, and homelessness.
This agreement also delegates authority to the HHSA Director or her/his designee to approve Option Year Letters not to exceed $467,200 per fiscal year, for fiscal years 2022-23 and 2023-24 for a 5-year maximum payment obligation not to exceed $2,336,000. (Please see Section III. of Att. A. Agreement.)
Thus, staff recommends the approval of this renewal agreement for the provision of adult residential treatment for Seriously Mentally Ill adults meeting the mental health medical necessity criteria in the YCCC Farmhouse Program; and the delegation of authority to the HHSA Director for the approval of option letters for fiscal years 2022-23 and 2023-24.

Competitive Bid Process |
On July 31, 2007, the BOS granted the Department of Alcohol, Drug, and Mental Health now embedded in the Health and Human Services Agency, an exemption from the County Procurement Policy allowing an "Any willing provider exception" for 24 hour residential services providers.
On March 20, 2018, the BOS approved the new Yolo County Procurement Policy via Minute Order No. 18-55, Item No. 32, effective July 1, 2018, which rescinded all previous exceptions to the competitive selection process.
On or about January 30, 2019, the Yolo County Procurement Manager approved a sole source letter in conformance with the updated Yolo County Procurement Policy. |

The total amount of this action is $1,401,600 for the period July 1, 2019 through June 30, 2022, with an amount of $467,200 for FYs 2019-20, 2020-21 and 2021-22. No general funds are required by this action. These services will be funded by State Mental Health Realignment funding. The amount of $467,200 is included in the HHSA recommended budget for FY 2019-20.
The related funding will be included in the requested budget process for future fiscal years.

The agreement also includes the option for 2 additional one-year extensions for FYs 2022-23 and 2023-24, in an amount less than or equal to $467,200 per fiscal year.
In no event shall the term of the agreement extend beyond June 30, 2024 nor shall the total contract maximum exceed, including the 2 one-year extension options, exceed the amount of $ 2,336,000 unless otherwise agreed to in writing by the parties and in conformity with the Yolo County Procurement Policy.
