Interim ED Updates
New Staff Introduction
Ryan Collins is the new YCH Housing Programs Manager.
Realtor RFP
Earlier this month staff released an RFP for Realtor Services to assist with selling two properties: a Dunnigan affordable housing mitigation parcel donated to YCH from the County of Yolo, zoned for intensive agriculture along Hwy 5 (not suitable for development), and a lot in the City of Davis, which will be sold to a developer under an affordability restriction.
Esparto
YCH is moving forward with steps to develop affordable agricultural homes on six lots in Esparto. The petition to be released from State lien has now been approved and YCH is awaiting receipt of the reconveyance documents. New Hope CDC assisted to pay a portion of the lien balance, and should be in second position for repayment at time of sale once the homes are built. Next steps will focus on creating the project plan timeline with NeighborWorks.
Community-wide Mixed Income development strategy
Staff are working with the Joint Powers Authority that the Commission approved YCH membership in last October, the California State Community Development Authority (CSCDA) Community Improvement Authority (CIA). Conversations with representatives from the JPA and Goldman Sachs have indicated a positive view on the high-level outline/direction being pursued by YCH for redevelopment of the Public Housing portfolio. Next steps include YCH meeting with Housing & Urban Development for initial plan approval, and working with the City of Woodland on a pre-development work plan under grant funding Woodland received from the Sacramento Area Council on Governments. In addition, YCH has discussed the Public Housing redevelopment plans with both the County of Yolo and City of Woodland, specific to consideration of the American Rescue Plan funds applied to affordable housing development.
Properties
Staff will be starting monthly Community Clean Up days, rotating across the three primary Public Housing sites, once per quarter at each site. July will kick off in Woodland, and staff have spoken with the Police Department regarding including a police dog for education with children, to support parent engagement in the community-building efforts.
