Recommended Action
  1. Approve agreement with Dignity Health in the amount of $50,000 for the period of November 1, 2020 through June 30, 2021 for the provision of sentinel community surveillance for COVID-19 and other respiratory diseases; and
     
  2. Delegate authority to the Director of the Yolo County Health and Human Services Agency or her/his designee to: 1) exercise optional year extensions up to $50,000 per fiscal year for fiscal year 2021-22 and 2) issue related option year notices. Please see Section V. of Att. A. Agreement

Reason for Recommended Action/Background
Currently, Yolo County does not have an independent COVID-19 or influenza surveillance program. The California SARs-CoV-2 and Respiratory Virus Sentinel Surveillance (CalSRVSS) Program is a statewide initiative to identify what respiratory diseases are circulating in California residents. It will provide state and local public health officials with information about how many residents are seeking medical care for mild to moderate COVID-19 or influenza-like illness, what viruses are causing respiratory disease, and what key demographic or exposure factors are driving virus spread. This information is critical for shaping response activities and is especially valuable as cold and flu season starts.

No general funds are required by this action. The total amount of this action is $50,000 for the period of November 1, 2020 through June 30, 2021. These services will be funded by Epidemiology and Laboratory Capacity (ELC) Grant.  The amount of $50,000 is included in the HHSA adopted budget for fiscal year 2020-21. The related funding will be included in the requested budget process for future fiscal years.

In no event shall the term of the Agreement extend beyond June 30, 2022 nor shall the total contract maximum exceed the amount of ONE HUNDRED THOUSAND DOLLARS ($100,000), unless otherwise agreed to in writing by the Parties and in conformity with the then-current Yolo County Procurement Policy approved by the Yolo County Board of Supervisors.
