Authorize the Yolo County Procurement Manager to execute the second amendment to Agreement No.19-16 with CommuniCare Health Center, Inc. to extend the term of the agreement through December 31, 2021 and add funding in the amount of $36,000 for 2021-22 for a new contract maximum of $231,041; for the period of July 1, 2018 through December 31, 2021 to continue securing supervised toxicology specimen collections for County referred Child Welfare Services clients who are being asked to drug test prior to a case being referred to the Juvenile Court. Recommended Action

Reason for Recommended Action/Background
Child Welfare clients or individuals referred by Child Welfare Staff are required to drug test. CommuniCare Health Center, Inc. (“CommuniCare”) will administer random and reasonable suspicion, observed, drug testing as determined necessary or appropriate by CommuniCare and/or County staff. CommuniCare will ensure that both random and reasonable suspicion tests are administered according to the Drug (Toxicology) Screening Standards.

The initial agreement was procured via an informal quote procurement. Due to increased utilization needs and increased rates due to COVID-19 safety precautions, the amount needed for a full fiscal year exceeds the amount allowed under an informal quote procurement. The procurement manager has authorized a partial year extension of this agreement through December 31, 2021 to allow for time for an RFP to be issued to re-procure these services.

The current agreement with CommuniCare expires on June 30, 2021. This amendment will extend the term of the agreement and add the needed funding to enable the Health and Human Services Agency to continue securing supervised toxicology specimen collections for County referred Child Welfare Services clients who are being asked to drug test prior to a case being referred to the Juvenile Court.

Competitive Bid Process
Informal quotes. Four potential vendors were contacted Child Welfare staff regarding quotes for the provision of these services. Two potential vendors did not respond to HHSA’s overtures. Two potential vendors responded, Communicare and Cache Creek Lodge. Of these, Communicare’s quote was significantly less than Cache Creek’s quote.

The action increases the contract maximum by $36,000 for fiscal year (FY) 2021-22 for the period of July 1, 2018 to December 31, 2021. No general funds are required by this action.  These services will be funded by a combination of Child Welfare Services Realignment Funds & State issued CalWorks funding.  The amount of $36,000 is included in the HHSA proposed budget for FY 2021-22.
