Adopt three resolutions authorizing the Board Chair, County Administrative officer, or Interim County Administrative Officer to sign required documentation related to the No Place Like Home Program. (“NPLH”).

Reason for Recommended Action/Background
On August 15, 2018, the Department of Housing and Community Development (“HCD”) released the Notice of Funding Application (“NOFA”) for the No Place Like Home (“NPLH”) Program Noncompetitive Allocation funds. Additionally, on October 15, 2018, HCD released the NOFA for the first round of the NPLH Program Competitive funds.  The NPLH Program’s purpose is to acquire, design, construct, rehabilitate, and/or preserve permanent supportive housing for persons who are experiencing homelessness, chronic homelessness or who are at risk of chronic homelessness and who are in need of mental health services.
 
With Board approval, staff submitted two applications to provide funding for the construction of permanent supportive housing, one in partnership with the City of West Sacramento and Mercy Housing, and one in partnership with the City of Woodland and Friends of the Mission.
 
Staff previously presented Resolution No. 18-151 for NPLH Program Competitive funds and Resolutions No. 19-03 and No. 20-135 for NPLH Program Noncompetitive Allocation funds to the Board on December 11, 2018, January 15, 2019, and December 15, 2020 respectively, all of which were adopted by the Board and subsequently accepted by HCD.  However, all three previous resolutions named former Yolo County Chief Administrative Officer (CAO), Patrick Blacklock, as the person having authority to sign documents related to these agreements. HCD is requiring new resolutions to give the new Interim CAO or future CAO signing authority.
 
HCD requires all three resolutions as part of the NPLH program: one resolution approving participation in the program, one authorizing acceptance of the noncompetitive allocation funds, and one authorizing acceptance of the competitive funds. The attached resolutions have been updated to give signing authority to whomever currently holds the title of Board Chair, CAO, or Interim CAO to allow for more flexibility due to staffing changes in the future, as these are 30-year agreements.
 
Staff recommends adoption of the attached Resolutions as HCD is requiring this updated signing authority prior to issuing amendments to the current funding agreements.
