Reason for Recommended Action/Background |
JSP Automation was selected through a competitive bidding process and has provided reliable and competent services for electrical systems and instrumentation for a diverse array of projects including pumping systems, water treatment systems, anaerobic composters, an organics processing facility, and a liquid digester. At the December 11, 2018 Board of Supervisor’s meeting, the Contract Amount was increased from $100,000 to $300,000. JSP Automation is integral to a number of on-going projects and extending their services will prevent project delays. Completion of these projects in a timely manner will allow increased organic management services to be provided to help the County and Yolo County Cities increase their waste diversion from landfills. Additionally, the completion of these projects will result in additional revenue streams for the landfill.
JSP Automation is requesting an update to the rate structure from that which was submitted with their original 2016 proposal, which has not increased since approval of the agreement in September 2016. The requested new rates are shown shown in Attachment B. The new rates correspond to an average annual CPI increase of 3.6%, however, the increase is only applied to work performed following July 1, 2021. The new rates were benchmarked relative to similar services from other companies and found to be competitive. |

Competitive Bid Process |
In August 2016, the Division of Integrated Waste Management released a Request for Proposal for on-call professional electrical engineering, instrumentation and software development series. The Waste Management Division received proposals from JSP Automation and Stantec Consulting Services. Division staff determined that JSP Automation was the best qualified to meet the Division’s needs based on their proposal and their competitive rate schedule. |

$300,000 is currently budgeted in 2020-21 and any unspent allocations will be requested as a carryforward to 2021-22. An additional $200,000 was budgeted in 2021-22 Recommended which sufficiently covers this JSP Automation agreement amendment. |
