Recommended Action
  1. Authorize the Yolo County Procurement Manager to execute an agreement with North Valley Behavioral Health for adult inpatient psychiatric health facility services, for the period of July 1, 2021 through June 30, 2024, with a contract maximum of $6,044,400; and
     
  2. Delegate authority to the Director of the Yolo County Health and Human Services Agency or her/his designee to 1) exercise optional year extensions up to $2,014,800 per fiscal year for fiscal years 2024-25 and 2025-26 and 2) issue related option year notices

Reason for Recommended Action/Background
The Health and Human Services Agency (HHSA) desires to purchase six dedicated beds at a client-centered, accessible, quality, affordable inpatient psychiatric service center that is available to the County for patient placement without wait times.  North Valley Behavioral Health operates two multidisciplinary inpatient Psychiatric Health Facilities in Yuba City, California.  The programs offered will be patient-centered with a “Patient’s First” philosophical approach and guided by a multidisciplinary team that provides individualized pharmacological, therapeutic, and rehabilitative interventions in a safe and secure environment.  Eligible clients will be Yolo County residents who are 18 years or older with serious mental illness (SMI) who are deemed in need of the highest level of care provided in a non-state (local) hospital-like facility. With the continued purchase of these six dedicated beds, the County will be able to continue to collaborate with a consistent provider of intensive, supportive inpatient care, with the goals of decreasing overall hospitalization length of stay and improving client outcomes.

Services will be available in a 24-hour care, non-state hospital-like setting to referred adults who:
1)    require intervention for psychiatric crisis/episode or other acute mental health problems; and
2)    have physical health needs that can be met by an affiliated hospital or in an outpatient setting.
 
The services provided by North Valley Behavioral Health are billable to Medi-Cal and are therefore a more cost-effective option than free-standing psychiatric hospitals. 

The current agreement with North Valley Behavioral Health expires on June 30, 2021. Approval of this item will allow expedited approval of the new agreement by the Procurement Manager to ensure there is no lapse of coverage with these vital services.
 
Performance measures will be included in the resulting agreement.

This agreement is being procured via a Sole Source approved by the Yolo County Procurement Manager.

No general funds are required by this action. These services will be funded by HHSA Core Mental Health Funds including Realignment.  The total amount of this action is $6,044,400 for the period of July 1, 2021 through June 30, 2024. The amount of $2,014,800 is included in the HHSA proposed budget for fiscal year 2021-22. The related funding will be included in the requested budget process for future fiscal years.

In no event shall the term of the agreement extend beyond June 30, 2026, nor shall the total contract maximum exceed, including one of the one-year extension options, exceed the amount of TEN MILLION SEVENTY-FOUR THOUSAND DOLLARS ($10,074,000), unless otherwise agreed to in writing by the parties and in conformity with the then-current Yolo County Procurement Policy approved by the Board of Supervisors.
