Authorize the Yolo County Procurement Manager to execute an agreement with Mental Health Management I, Inc. dba Canyon Manor for mental health rehabilitation center residential services, for the period of July 1, 2021 through June 30, 2024, with a contract maximum of $1,650,000. (No general fund impact) (Larsen)

Recommended Action

Authorize the Yolo County Procurement Manager to execute an agreement with Mental Health Management I, Inc. dba Canyon Manor for mental health rehabilitation center (MHRC) residential services, for the period of July 1, 2021, through June 30, 2024, with a contract maximum of $1,650,000; and
Delegate authority to the Director of the Yolo County Health and Human Services Agency or her/his designee to 1)exercise optional year extensions up to $550,000 per fiscal year for fiscal years 2024-25 and 2025-26 and 2) issue related option year notices. Please see Section III. of Att. A. Agreement.

Reason for Recommended Action/Background

Mental Health Management I, Inc. dba Canyon Manor provides services to Seriously Mentally Ill (SMI) adults, stepping them down to lower levels of care whenever possible, reducing acute psychiatric admissions and length of stay, and Institute for Mental Disease placements. This facility provides goal-directed treatment, reduced lengths of stay, and great collaboration and communication, while also being closer to home for the conserved clients.

The current agreement with Canyon Manor expires on June 30, 2021. Approval of this item will allow expedited approval of the new agreement by the Procurement Manager to ensure there is no lapse of coverage with these vital services.

Performance measures will be included in the resulting Agreement.

Collaborations (including Board advisory groups and external partner agencies)

County Counsel will approve the resulting agreement as to form.

Competitive Bid Process

This agreement is being procured via a Sole Source approved by the Yolo County Procurement Manager.

No general funds are required by this action. These services will be funded by HHSA Core Mental Health Funds The total amount of this action is $1,650,000 for the period of July 1, 2021 through June 30, 2024. The amount of $550,000 is included in the HHSA proposed budget for fiscal year 2021-22. The related funding will be included in the requested budget process for future fiscal years.

The agreement also includes two one-year extension options for Fiscal Year 2024-25 and FY 2025-26 in an amount less than or equal to $550,000 per fiscal year.

In no event shall the term of the agreement extend beyond June 30, 2026, nor shall the total contract maximum exceed, including one of the one-year extension options, exceed the amount of TWO MILLION SEVEN HUNDRED FIFTY THOUSAND DOLLARS ($2,750,000), unless otherwise agreed to in writing by the parties and in conformity with the then-current Yolo County Procurement Policy approved by the Board of Supervisors.
