Authorize the Yolo County Procurement Manager to execute an agreement with Dignity Health Medical Foundation Dba Woodland Memorial Hospital for acute psychiatric inpatient hospital services, for the period of July 1, 2021 through June 30, 2024, with a contract maximum of $450,000. Recommended Action
  1. Authorize the Yolo County Procurement Manager to execute an agreement with Dignity Health Medical Foundation Dba Woodland Memorial Hospital for acute psychiatric inpatient hospital services, for the period of July 1, 2021 through June 30, 2024, with a contract maximum of $450,000; and
     
  2. Delegate authority to the Director of the Yolo County Health and Human Services Agency or her/his designee to: 1) exercise optional year extensions up to $150,000 per fiscal year for fiscal years 2024-25 and 2025-26 and 2) issue related option year notices.

Reason for Recommended Action/Background
California state law mandates that psychiatric inpatient hospital services be provided to eligible Medi-Cal and non-Medi-Cal mental health consumers.  Woodland Memorial Hospital is the designated and responsible hospital to provide such services to Yolo County residents, age 18 or older, who meet State Welfare and Institutions Code criteria, who are a danger to self, others or are gravely disabled and require inpatient acute psychiatric services or are voluntarily seeking acute care and deemed appropriate.  For the Medi-Cal eligible inpatient services, the hospital is responsible to claim for federal reimbursement.  The non-federal reimbursable portion of these services is funded by Yolo County Health and Human Services Agency (HHSA) realignment, which is offset from the state payment to HHSA. HHSA and the hospital staff work closely to coordinate and ensure quality services are continuously made available to eligible clients.  Both parties recognized and agreed their responsibilities, medically and financially. 

The current agreement with Dignity expires on June 30, 2021. Approval of this item will allow expedited approval of the new agreement by the Procurement Manager to ensure there is no lapse of coverage with these vital services.

Performance measures will be included in the resulting Agreement.

No general funds are required by this action. These services will be funded by HHSA Core Mental Health Funds.  The total amount of this action is $450,000 for the period of July 1, 2021 through June 30, 2024. The amount of $150,000 is included in the HHSA proposed budget for fiscal year 2021-22. The related funding will be included in the requested budget process for future fiscal years.

In no event shall the term of the agreement extend beyond June 30, 2026, nor shall the total contract maximum exceed, including one of the one-year extension options, exceed the amount of SEVEN HUNDRED FIFTY THOUSAND DOLLARS ($750,000), unless otherwise agreed to in writing by the parties and in conformity with the then-current Yolo County Procurement Policy approved by the Board of Supervisors.
