Recommended Action
  1. Approve agreement with Quincy Engineering to provide Construction Management Services for the County Road (CR) 40 Bridge Over Cache Creek Replacement Project in the amount of $511,432.87 for a term of two years; and
     
  2. Delegate authority to the Director of Public Works to sign the agreement and to negotiate, sign and execute any additional forms, documents and/or amendments that do not increase the agreement term or maximum compensation, as necessary relating to this agreement.

Reason for Recommended Action/Background
The CR40 Bridge over Cache Creek (aka Low Water Bridge) is in northwestern Yolo County, near the intersection of County Road 40 and State Route 16, approximately 5 miles northwest of the town of Rumsey.  The bridge is within the Cache Creek Regional Park’s Lower Site.  The existing six-cell reinforced concrete box culvert bridge was determined to be structurally deficient with a safe load capacity designated at zero tons and was closed to vehicular traffic in 2008.
 
When a portion of the Rumsey area burned in the 2015 Rocky Fire, CalFire could not use the current CR40 bridge for its heavy equipment to access fire lines and instead had to build a temporary crossing over Cache Creek.  Most recently in the 2020 LNU Complex Fire, the National Guard was mobilized to install a temporary bridge just upstream of the failed low water crossing, so CalFire could fight the wildfire in the wilderness area west of Cache Creek.

The replacement bridge will be a three-span, cast-in-place, reinforced concrete slab superstructure supported on two-column pile extension bents and seat type abutments, founded on 30-inch cast-in-drilled-hole concrete piles.  The replacement bridge will be constructed on an improved alignment at essentially the same location as the existing bridge. The bridge will provide a minimum clear width of 20-feet, the same as the existing structure. The structure will be constructed with a horizontal curve radius of 132-feet, to accommodate CalFire’s 72-foot long tractor and trailer vehicle used to transport their firefighting equipment across Cache Creek.  The proposed bridge will also provide enough vertical clearance for recreational rafters to pass underneath it during summer irrigation creek flows.
 
The Board of Supervisors approved the plans and specifications for the bridge on April 6, 2021. The project is currently being advertised for competitive bids with a scheduled bid opening on June 11, 2021. We anticipate construction activities to begin in July 2021.
 
As we do not routinely construct this type of complex bridge project or have staff available to be dedicated to the entire length of the construction effort, the need for specialized engineering and inspection services prompted staff to develop the RFP to select a consultant who would provide the specialized technical support to the county during bridge construction. One proposal was received by the May 7, 2021 due date.
 
Based on the requirements in the RFP, Quincy Engineering demonstrated qualified staff who have extensive field experience with design and inspections of concrete bridges, cast-in-drilled-hole concrete piles, and the specific type of bridge foundations to be constructed for this bridge.

Consultant services are needed to supplement county staff during the construction phase of the CR 40 Bridge Over Cache Creek Replacement Project. Based on the requirements in the Request for Proposals (RFP), Quincy Engineering demonstrated specialized experience and qualifications of the proposed team personnel and submitted an economical cost proposal. 
Based on the total scope of work detailed in the RFP, the cost of the consultant’s services is $511,432.87.  Approving the agreement with Quincy Engineering ensures adequate project staffing throughout the duration of the bridge construction.

County Counsel approved the agreement as to form.
CalFire and Caltrans are providing funds for this work.
Competitive Bid Process
A request for proposals (RFP) Construction Management Services for the County Road (CR) 40 Bridge Over Cache Creek Replacement Project was advertised on Bidsync beginning April 9, 2021. One proposal was received by the deadline of May 7, 2021.
 
A selection committee of three Public Works staff members reviewed the proposal to determine if the firm was qualified in accordance with Chapter 10 of the Caltrans Local Assistance Procedures Manual for consultant selection. Based on the evaluation criteria established in the RFP, Quincy Engineering, was identified as the firm with the best proposal and to be qualified.  After selecting Quincy’s proposal, the cost proposal was reviewed.

Sufficient funds were included in the FY2021/22 Road Fund budget for construction of this bridge project.  The total construction cost, including the cost of the services provided under this agreement, will be reimbursed by through $2,200,000 of CalFire grant funds and through $4,278,000 of federal transportation funds through the Highway Bridge Program (HBP), at a rate of 100%.
 
The HBP, however is significantly underfunded and no federal funds have been allocated towards the project to date for construction.  County staff proposes to move the project forward using the Road Fund under a Caltrans agreement for delayed reimbursement from the HBP.  Staff has been informed by Caltrans that the reimbursement could be distributed the following fiscal year or later, and the agreement cautions reimbursement is not guaranteed.  If Public Works does not receive HBP funds, then the project will be reimbursed at a rate of 55%.
