Reason for Recommended Action/Background
Drought conditions have impacted the community of Wild Wings resulting in a water table that was not able to recharge this past winter. There are two wells serving the Wild Wings community, and both wells started out about 18 feet lower than last year in the spring. At the high point in March, the water level in the Pintail Well, which is the only well used for drinking water in the community, dropped to 42 feet and is continuing to drop. The well has approximately 100 feet left as of May 19, 2021, before the pump will shut off leaving the community without any drinking water.

Staff has been working on water reduction strategies for the community and development of a plan to obtain additional water. Homeowners have been asked to reduce water usage by 25 percent. A watering schedule limited to three days per week was delivered to each home in early May by Community Service Area (CSA) staff and Supervisor Sandy's staff. CSA staff has worked with the golf course to conserve water by no longer watering along the edges of the golf course and to reduce watering in other areas as feasible.
 
CSA staff is requesting authorization to amend the authorized equipment list to include a custom column pipe, which will be used to lower the Pintail Well an additional 100 feet in an attempt to access additional groundwater that will prevent a pump shutoff later this summer or fall. Staff is also requesting approval of a budget resolution as this item was not included in the 2020-21 budget. Funds are available from the Wild Wings Water Fund balance.

A sole source has been recommended and approved by Department of Financial Services staff. Three vendors were contacted for pricing of the column pipe. One vendor did not respond. Two others responded. An order was placed with the lower quote.

The Wild Wings drinking water well, Pintail, is 100 feet from shutoff as of May 19, 2021 to the drought. A column pipe addition will allow a contractor to drop the well an additional 100 feet to access more groundwater.
