Reason for Recommended Action/Background |
The Yolo County Probation completed a Request for Proposals (RFP) in early 2016 for vendors to provide juvenile justice community treatment services in the areas of mental health counseling and substance abuse treatment. Two applications were received and the panel, comprised of members from the Probation Department and the Health and Human Services Agency, recommended CommuniCare Health Centers provide this scope of services. At the June 21, 2016 Board of Supervisors meeting, a three-year contract with two additional one-year extensions was approved by the Board.
In accordance with Department of Financial Services procurement policies, the Health and Human Services Agency plans to release a new RFP for these services this summer/autumn. In order to maintain continuity of services until the RFP process is complete and a new contract for juvenile justice community treatment services can be issued, the Probation Department is requesting an amendment extending the current contract for an additional six months (July 1 through December 31, 2021) and increasing the contract maximum compensation from $870,000 to $967,000. Funding for this contract is secured through 2011 Public Safety Realignment.
This amendment will allow the Probation Department to continue working with a local community-based organization to support the continuum of care that provides treatment options to youth and families in the least restrictive environment. CommuniCare provides evidence-based behavioral health interventions to youth and their families, has proven its ability to serve youth involved in the juvenile justice system, has locations in West Sacramento and Woodland and provides in-home services. Treatment services are evidence-based cognitive behavioral interventions and include Functional Family Therapy; Thinking for a Change; Cognitive Substance Abuse Intervention; and Trauma-Focused Cognitive Behavioral Therapy. Individual therapy is provided as needed. |
