Reason for Recommended Action/Background
The Yolo Habitat Conservancy (Conservancy) is a joint powers agency comprised of the County of Yolo and the cities of Davis, West Sacramento, Winters, and Woodland. In FY20-21 the Conservancy and the County entered into a Memorandum of Understanding for the County to provide administrative services to the Conservancy. 

Staff  recommends the Board extend the term of the Memorandum of Understanding with the County for administrative services through June 30, 2022. Pursuant to Section 5 of the Memorandum of Understanding, the County’s lead assigned staff conferred with the Chair of the Board of Directors about this proposed amendment. In FY21-22 it is estimated that the Conservancy would reimburse the County $225,000 for services including administration, legal, fiscal, accounting, and IT. This is approximately $42,000 more than was budgeted for County services in FY20-21. This increase is due to increases in personnel costs, an anticipated increase in permit activity, and the need for additional IT support and software licensing as the Conservancy moves forward with its development of a permitting, reserve system, and monitoring database. This amendment was approved by the Conservancy Board on May 17, 2021.
