Recommended Action

Reason for Recommended Action/Background
UC Davis Health has received grant funding from the Department of Health and Human Services, Agency for Healthcare Research and Quality for School-Based Tele-Physiatry Assistance for Rehabilitative and Therapeutic Services (“STARS”) for children with special healthcare needs living in rural and underserved communities. The STARS Program (“Program”) is a collaboration between UC Davis Health departments of Pediatrics and Physical Medicine and Rehabilitation. The goal of the Program is to implement a new model of care using telemedicine to deliver pediatric physiatrist medical direction to Medical Therapy Units (“MTU”) located in rural and underserved communities. UC Davis Health expects that this model of care will result in improved access, increased levels of patient-centeredness, a higher quality of care and will simultaneously reduce overall costs of care.
 
Prior to the COVID-19 pandemic, UC Davis Health had been offering in-person pediatric physiatrist medical direction to the Woodland MTU. Since April 2020, services have been provided utilizing a hybrid model, with a combination of in-person consultations and telemedicine consultations using Yolo County Health & Human Services Agency (HHSA) computers. UC Davis Health has determined that use of a portion of their STARS Grant funding to furnish telemedicine equipment and services to Yolo County HHSA is consistent both with its mission, the Program, and terms of the STARS Grant.
 
To fulfill the aims of the STARS Grant, UC Davis Health will purchase and loan the designated equipment to HHSA to receive telemedicine pediatric physiatrist consultations. In-person consultations will also continue as needed. Maintenance and testing of the equipment will be the responsibility of UC Davis Health’s technical team until the STARS Grant ends July 31, 2022, at which point HHSA is under no obligation to continue utilizing the equipment and will return it to UC Davis Health.  UC Davis Health is also providing a restricted donation in the amount of $4,000 ($2,000 per fiscal year) to HHSA in support of our program efforts.
 
Staff recommend the approval of the attached agreement, which memorializes the understanding between the County and UC Davis Health regarding the loan of equipment and restricted donation of funding in the amount of $4,000.
