Reason for Recommended Action/Background |
CalWORKs is a statewide assistance program that provides support to eligible families in California. The program consists of a comprehensive statewide employment and training program. The employment and training program, referred to as CalWORKs Employment Services (CWES) provides services to CalWORKs families to help remove barriers to employment. Services may include mental health services to support family stabilization through the public assistance to work transition. The County has a mandate from the California Department of Social Services to implement mental health services for CalWORKs eligible recipients.
Staff recommends approval of this amendment to cover claims for services rendered in FY2020-21 and also to ensure that the County is able to continue providing the mandated mental health services to CalWORKs eligible recipients through the end of FY 2022.

Competitive Bid Process |
On May 21, 2018 Yolo County Health and Human Services Agency (HHSA) issued a Request for Proposals (RFP) from qualified community based organizations to provide mental health services. The RFP was open for forty-three (43) days (six weeks) and staff offered potential bidders an opportunity to ask questions during a Mandatory Bidders’ Conference on May 29, 2018. Bidders were offered the opportunity to submit proposals by dropping off a paper proposal directly at HHSA.
HHSA received one proposal from this solicitation. The proposal submitted by CommuniCare Health Centers, Inc. was selected by all members of the Review Committee and was evaluated and determined to meet all the required qualifications necessary to successfully provide these services.

The services were procured under the RFP for three years through June 30, 2021. A sole source letter has been approved for the period of July 1, 2021 through June 30, 2022.

No general funds are required by this action. These services will be funded by State Funds. The action increases the contract budget for fiscal year (FY) 2020-21 by $125,000 for a new FY2020-21 contract budget of $309,627. The action also extends the agreement through FY 2021-22 and adds a FY 2021-22 contract budget of $309,627. The new contract maximum for the period of October 1, 2018 through June 30, 2022 after all increases is $1,120,356. The amount of $125,000 is included in the HHSA adopted budget for FY 2020-21 and $309,627 for the proposed budget for FY 2021-22.
