Reason for Recommended Action/Background
Through this contract CommuniCare will provide school based physical healthcare, behavioral healthcare, and related social services in a client-centered, culturally, and linguistically competent manner to improve beneficiary health and well-being of Woodland Community College (WCC) students, with a sensitivity to providing Spanish-speaking and Russian Speaking services.
 
Service will take place at the three (3) Woodland Community College campuses, located in Woodland, Williams and Clearlake, as well as CommuniCare’s three (3) primary care service locations, located in Woodland, West Sacramento and Davis.
 
In addition, the vendor will also be required to provide education and learning opportunities for both WCC students and WCC staff to increase knowledge of healthy-living habits and services available to them as well as collaborate with both WCC staff and County staff to provide these services.
 
In the event of a public health emergency, the vendor will provide services within State and County public health guidelines and standards, which may include telehealth services and virtual events.
 
The Performance Measures associated with this Agreement are included in Attachment B.

Competitive Bid Process
On September 24, 2020, Yolo County Health and Human Services Agency (HHSA) issued a Request for Proposals (RFP) from qualified community-based healthcare providers to provide physical healthcare, behavioral healthcare and related social services to college students at the Woodland Community College. The RFP was open for 41 days, just under 6 weeks, and staff offered potential bidders an opportunity to ask questions during a Mandatory Bidders’ Conference on October 7, 2020.  Bidders were offered the opportunity to submit proposals by dropping off a paper proposal directly at HHSA.
 
HHSA received one proposal(s) from this solicitation.  The proposal submitted by CommuniCare Health Centers was selected as the top choice by all members of the Review Committee and was evaluated and determined to meet all the required qualifications necessary to successfully provide these services.

No general funds are required by this action. These services will be funded by MHSA.  The total amount of this action is $449,999.50 for the period of January 19, 2021 through June 30, 2023. The amount of $85,866.71 is included in the HHSA adopted budget for fiscal year 2020-21. The related funding will be included in the requested budget process for future fiscal years.
