Recommended Action |
- Adopt a resolution authorizing the Yolo County Agricultural Commissioner/Sealer of Weights and Measures to execute the agreements listed below during fiscal years 2021-22 and 2022-23 on behalf of Yolo County; and
- Authorize the Yolo County Agricultural Commissioner/Sealer of Weights and Measures to execute any amendments to these agreements during fiscal years 2021-22 and 2022-23 on behalf of Yolo County.

Reason for Recommended Action/Background |
A. Annual agreements with the California Crop Improvement Association (CCIA), California Department of Agriculture (CDFA), and the California Rice Commission (CRC) are currently signed by the Yolo County Agricultural Commissioner/Sealer of County of Yolo Weights and Measures as authorized by Resolution No. 19-17 adopted by the Board of Supervisors on
February 19, 2019. The proposed resolution continues the authorization for fiscal years 2021-22 and 2022-23.
Current revenue agreements are listed below; it is anticipated that revenue for these programs will remain at or near the 2019-20 funding level for the next several years:
1. CCIA, Seed Certification Program: FY 2019-20 revenue of $5,776 for the inspection of harvest operations to maintain the quality of certified seed produced in Yolo County.
2. CDFA, Certified Farmers Market Agreement: FY 2019-20 revenue of up to $5,440 to conduct farmers market inspections as requested by CDFA.
3. CDFA, Dog Teams Agreement: FY 2019-20 revenue of $126,462 for the inspection of packages designated by the Sacramento County and Contra Costa County Detector Dog Teams at the United States Postal Service regional center in West Sacramento.
4. CDFA, High-Risk Inspections Agreement: FY 2019-20 revenue of $241,386 for inspections of high-risk shipments, such as fruit or foliage, at ground and air freight facilities, to prevent introduction of pests of concern to California.
5. CDFA, Light Brown Apple Moth - Detection Agreement: FY 2019-20 revenue of $4,976 to include Light Brown Apple Moth traps along with our general Pest Detection program traps.
6. CDFA, Light Brown Apple Moth - Regulatory Agreement: FY 2019-20 revenue of $4,398 for regulatory compliance inspections to allow the shipment of agricultural commodities from the Light Brown Apple Moth-infested area of Yolo County.
7. CDFA, Nursery Agreement: FY 2019-20 revenue of $4,307 for annual nursery stock inspection and compliance assessment at producer/wholesale nursery locations within the county.
8. CDFA, Organic Agreement: FY 2019-20 revenue of $720 to process CDFA organic registration applications.
9. CDFA, Pest Detection Agreement: FY 2019-20 revenue of $162,132 for trapping to detect insect pests of economic concern before they become established in California.
10. CDFA, Pierce's Disease Agreement: FY 2018-19 and 2019-20 total revenue of $41,023 to support inspection, detection, and enforcement programs related to the Glassy-winged Sharpshooter (GWSS).
11. CDFA, Seed Services: FY 2019-20 revenue of $4,480 for regulatory inspections of Yolo County seed processors.
12. CDFA, Standardization Inspection Agreement: FY 2019-20 revenue of $17,144 for the inspection of melons produced in Yolo County to assure regulatory compliance.
13. CDFA Division of Measurement Standards, Junk Dealer Inspection Agreement: FY 2019-20 revenue of $960 for inspection of licensed junk dealer facilities to verify compliance with applicable laws and regulations related to purchase of scrap metals.
14. CDFA Division of Measurement Standards, Petroleum Products Enforcement Agreement: FY 2019-20 revenue of $3,975 for inspection of retail fuel establishments throughout Yolo County to confirm that pricing signs and advertising are in compliance with regulatory standards.
15. CRC, Rice Pesticide Program: FY 2019-20 revenue of $5,680 for surveillance of rice pesticide application and water holds to mitigate and eliminate impact to the waters of California.
16. CDFA, Beesafe Agreement: FY 2019-20 revenue of $70,118 for inspection of apiary businesses for outreach and compliance.
17. CDFA, European Grapevine Moth Agreement: FY2019-20 revenue of $113,427 for European Grapevine Moth trapping.
Executed agreements will be placed on file with the Clerk of the Board.
B. The Yolo County Agricultural Commissioner/Sealer of Weights and Measures is currently authorized by Resolution No. 19-17 to sign amendments and revenue agreements. The proposed resolution modifies the authorization for fiscal years 2021-22 and 2022-23 to allow the Agricultural Commissioner/Sealer of Weights and Measures to execute any amendments to the listed agreements. This provides the Agricultural Commissioner/Sealer of Weights and Measures the flexibility required to effectively respond to unanticipated program changes. |
Collaborations (including Board advisory groups and external partner agencies) |
County Counsel reviews and approves all agreements as to form prior to being executed by the Agricultural Commissioner/Sealer of Weights and Measures. The County Administrator's Office, CCIA, CDFA and CRC support this procedure for obtaining County approval for contracts and agreements. |
