- Approve agreement with USA Waste of California, Inc. for organics recycling at the Yolo County Central Landfill from January 12, 2021 through June 30, 2022;
- Approve agreement with Fremouw Environmental Services for liquid waste disposal at the Yolo County Central Landfill from January 1, 2021 to December 31, 2022;
- Authorize the Chair of the Board of Supervisors to sign the agreements; and
- Authorize the department to continue to seek out and negotiate additional organics and liquid waste agreements and return to the Board for their approval if the annual revenue exceeds the signature authority of the purchasing agent.

| Reason for Recommended Action/Background |
California has a statewide goal to divert 75 percent of waste from the YCCL by 2020. In February 2007, the California Department of Resources Recycling and Recovery (CalRecycle) adopted Strategic Directive (SD) 6.1, which calls for a 50 percent reduction in the amount of organics being disposed in the landfills by 2020. Organic waste makes up approximately one third of the 35 million tons of waste that is currently landfilled in California. To aid in meeting the state-wide 75 percent goal, Assembly Bill 1826 was passed in September 2014 requiring businesses, including state agencies that generate threshold amounts of organic waste per week to have organic waste recycling programs on or after April 1, 2016. To meet these goals, the Division of Integrated Waste Management (DIWM) has implemented a three-part strategy: 1) having an anaerobic composter facility, 2) an in-vessel digester (liquid digester), and 3) a public/private partnership with Northern Recycling for the construction and operation of a state-of-the-art composting facility at the YCCL.
The anaerobic composter facility began operation in October of 2019 and has successfully made it through its first full year of operation. The majority of the In-Vessel digester facility has been constructed with full operation expected to begin in the summer of 2021. In July of 2020 the board approved the agreement with Northern Recycling to design, construct and operate a composting facility. The design work for this compost facility is currently underway with construction scheduled to begin this spring.
In addition to developing a new composting facility at the landfill, Northern Recycling is currently managing organic waste that is being placed in the anaerobic composter cells under a separate agreement (16-113). To provide a safety net for Yolo County with regard to the commitment to USA Waste of California (USA Waste), the fifth amendment to Northern’s current contract will commit them to haul the USA Waste tonnage to Northern's Zamora or Napa compost facilities in the event that additional capacity is needed at the anaerobic composter facility or until the County’s in-vessel digester is operational.
The County and Fremouw Environmental Services (Fremouw) have previously contracted for liquid waste disposal services, however the most recent agreement expired over a year ago. This new liquid waste agreement is specifically for grease trap waste for the Cache Creek Casino Resort. Grease trap waste is an ideal feedstock for the under construction in-vessel digester but can also be received at the landfill’s existing liquid waste ponds. Approval of this agreement will ensure this waste stream is available as soon as the in-vessel digester begins operation.
For revenue agreements, the signature authority of the Purchasing Agent is $60,000 per year. The estimated annual revenue of the USA Waste agreement is approximately $197,600 and the estimated annual revenue for the Fremouw agreement is approximately $108,000. Since both of these agreements exceed the signature authority of the Purchasing Agent, They require Board approval. |
