Recommended Action
  1. Approve second amendment to Agreement No. 18-212 with Stanford Youth Solutions to extend the term of the agreement through June 30, 2022 and add funding for fiscal year 2021-22 in the amount of $1,001,049 for a new contract maximum of $3,837,354, for the period of September 1, 2018 through June 30, 2022 for the provision of Mental Health Services of Early Periodic Screening Diagnosis and Treatment for Seriously Emotionally Disturbed full scope Medi-Cal eligible children and youth age 0-20; and revise and clarify contract language as needed; and
     
  2. Re-delegate authority for the HHSA Director to exercise and issue a related option year notice granted with the approval of Agreement No. 18-212 not to exceed $1,001,049 for fiscal year 2022-23.

Reason for Recommended Action/Background
Early and Periodic Screening, Diagnosis and Treatment (EPSDT) community-based services to Medi-Cal eligible children and adolescents’ services are mandated by federal statute and court agreements signed by the State. These services support the County’s commitment to keeping children safe, healthy, at home, in school, and in their communities. Most costly public services often occur when children are removed from their homes and placed in residential care and/or hospitalized.

Approval of this amendment with Stanford Youth Solutions will allow HHSA to continue supporting community-based EPSDT services to children and families by providing access to services in local communities and preventing higher cost of care from occurring more than necessary. This amendment also revises and clarifies contract language to align with current County requirements and State requirements.

Performance Measures were included in Agreement No. 18-212 and are not being changed by this amendment.

Competitive Bid Process

On April 2, 2018, HHSA issued a Request for Proposal (RFP) seeking contractors to provide Outpatient Mental Health Treatment Services to eligible Children and Youth. 

HHSA received six proposals from this solicitation. Below is a table of all providers who submitted proposals. All proposals were evaluated and the following proposals were determined to meet all the required qualifications necessary to successfully provide these services: CommuniCare Health Centers, Heritage Oaks, North American Mental Health Services (NAMHS), Stanford Youth Solutions, Turning Point Community Programs and Victor Community Support Services. Heritage Oaks and North America Mental Health Services (NAMHS) were the only bids received that were not be awarded a contract.

The action increases the contract maximum by adding funding in the amount of $1,001,049 for fiscal year (FY)2021-22, for a new total contract maximum of $3,837,354, for the period of September 1, 2018 through June 30, 2022.

No general funds are required by this action.  These services will be funded by Medi-Cal. The related funding is included in the requested budget process for FY 2021-22. The funding for the option year extension for FY2022-23 will be included in the requested budget process for FY 2022-23.

In no event shall the term of the Agreement extend beyond June 30, 2023 nor shall the total contract maximum exceed the amount of FOUR MILLION EIGHT HUNDRED THIRTY-EIGHT THOUSAND FOUR HUNDRED THREE DOLLARS ($4,838,403), unless otherwise agreed to in writing by the parties and in conformity with the county of Yolo Procurement approved by the Yolo County Board of Supervisors.
