All-American Construction substantially completed construction of this project on November 13, 2020, in accordance with the contract plans and specifications. The Board of Supervisors’ acceptance of the work, and authorization for the Director of Public Works to record the Notice of Completion, will allow the project to be closed out.
Background
The County Roads (CR) where pavements were improved are located throughout the County as shown on the attached location map (Attachment A) and listed below:
- All public roads in the Town of Zamora
- CR 22 from 20500 Old River Road (1.7 miles north of CR 128A) to CR 118
- CR 102 from CR27 to 1000’ south of CR 25A
- CR 99 from CR 31 to CR 29
- CR 99 from CR 27 to CR 25A
On road segments where the pavement had far exceeded its design life, pavements were replaced. The pavement replacement work included three basic strategies, depending on the condition:
- Grind and remove the top layer of pavement and repave with asphalt concrete (Zamora).
- Dig out and repair failed areas and overlay with asphalt concrete (CR 99 from CR 27 to CR 25A).
- Completely pulverize pavement in-place, add supplemental aggregate base, grade, compact and repave with asphalt concrete (CR 99 from CR 31 to one mile north).
These strategies were followed by road shoulder work to conform to the new road grades and tie-in to existing driveways.
On road segments where the pavement life could be extended, the treatment included digging out and replacing failed areas, crack sealing, and then chip sealing the entire road surface (CR 22, CR 102, and the balance of CR 99). The segment along CR 102 received a double chip seal surface (i.e., was chip sealed twice) for the large amount of traffic handled by the road.
The project was completed without any claims, and within the authorized budget. |
The competitive bid process was completed in accordance with State law. The project was advertised on June 17, 2020, and bids were opened and read publicly at the Department of Community Services on July 16, 2020. Ten bids were received at the bid opening on June 16, 2020, ranging from $2,407,083.90 to $3,005,821.30.
