Authorize the Yolo County Procurement Manager to execute agreements with Rural Innovations in Social Economics, Inc., in Region 1 and Yolo County Children’s Alliance, in Region 2, to provide Workforce Innovation and Opportunity Act comprehensive employment and training services to the youth, for the period of July 1, 2021 through June 30, 2022, with an initial contract maximum of $250,000 each and three optional extensions for 2022-23; 2023-24; and 2024-25 at $250,000, each. Recommended Action
  1. Authorize the Yolo County Procurement Manager to execute an agreement with Rural Innovations in Social Economics, Inc. for the provision of Workforce Innovation and Opportunity Act comprehensive employment and training services to the youth in Region 1, which includes the cities/communities of Brooks, Capay, Dunnigan, Esparto, Guinda, Knights Landing, Madison, Rumsey, Winters, Woodland, Yolo, and Zamora for the period of July 1, 2021 through June 30, 2022, with an initial contract maximum of $250,000 and three optional extensions for fiscal years 2022-23; 2023-24; and 2024-25 at $250,000, each; and
     
  2. Authorize the Yolo County Procurement Manager to execute an agreement with Yolo County Children’s Alliance for the provision of Workforce Innovation and Opportunity Act comprehensive employment and training services to the youth in Region 2, which includes the cities/communities of Davis, Clarksburg and West Sacramento for the period of July 1, 2021 through June 30, 2022, with an initial contract maximum of $250,000 and three optional extensions for fiscal years 2022-23; 2023-24; and 2024-25, at $250,000, each; and
       
  3. Delegate authority to the Director of the Yolo County Health and Human Services Agency or her/his designee to: 1) exercise optional year extensions and 2) issue related option year notices for the resulting agreement with Rural Innovations in Social Economics, Inc.; and
      
  4. Delegate authority to the Director of the Yolo County Health and Human Services Agency or her/his designee to: 1) exercise optional year extensions and 2) issue related option year notices for the resulting agreement with Yolo County Children’s Alliance.

Reason for Recommended Action/Background
On April 30, 2021, the Yolo County Department of Financial Services, Procurement Department in collaboration with the Health and Human Services Agency (HHSA) released a Request for Proposal (RFP) for Workforce Innovation and Opportunity Act (WIOA) comprehensive employment and training services to qualifying Yolo County youth. There are two contracts available through this RFP with services based on region. Region 1 consists of the communities of Brooks, Capay, Dunnigan, Esparto, Guinda, Knights Landing, Madison, Rumsey, Winters, Woodland, Yolo, and Zamora. Region 2 consists of the communities of Clarksburg, Davis, and West Sacramento. The awarded contractors will provide programs that offer comprehensive youth services to enrolled youth aged 14-24 years who reside in Yolo County. Services provided are intended to further the participants' education and preparation for employment. The purpose of the agreement is to provide comprehensive employment and/or training services tied to the Workforce Innovation Board (WIB) approved local and/or regional industries. Elements of the program are defined by the WIOA, Department of Labor along with the State of California, Employment Development Department (EDD), Workforce Services Division. This agreement includes 13 of the 14 youth program elements: The County HHSA will be providing the following the required fourteenth (14th) element during the Program Year (PY) 2021-22.
  1. Tutoring, study skills training, and evidence-based dropout prevention and recovery strategies that lead to completion of secondary school diploma or its recognized equivalent or for a recognized post-secondary credential.
  2. Alternative secondary school services, or dropout recovery services, as appropriate.
  3. Paid and unpaid work experiences that have academic and occupational education as a component of the work experience, including summer employment opportunities and other employment opportunities available throughout the school year.
  4. Education offered concurrently with and in the same context as workforce preparation activities and training for a specific occupational cluster.
  5. Leadership development opportunities, including community service and peer-centered activities encouraging responsibility, and other positive social and civic behaviors.
  6. Supportive services connected to employment and training that enables an individual to participate in WIOA Title I activities.
  7. Adult mentoring for a duration of at least 12 months that may occur both during and after program participation.
  8. Follow-up services for not less than 12 months after the completion of participation.
  9. Comprehensive guidance and counseling, including drug and alcohol abuse counseling, as well as referrals to counseling, as appropriate to the needs of the individual youth (see definition in Glossary of Terms).
  10. Financial literacy education.
  11. Entrepreneurial skills training.
  12. Services that provide labor market and employment information about in-demand industry sectors or occupations available in the Local Area, such as career awareness, career counseling, and career exploration services.
  13. Activities that help youth prepare for and transition to post-secondary education and training.
 
The County received one proposal for Region 1 and one proposal for Region 2.

Following an evaluation of the proposals, staff recommends approving agreements for services with Rural Innovations in Social Economics, Inc. for Region 1 and Yolo County Children’s Alliance for Region 2. The intent to award letter was posted on June 17, 2021 (see Att.A.) Following the close of the protest period as provided by the RFP, HHSA will proceed with negotiating agreements with the awarded providers, to be executed by the Procurement Manager.  As the current agreements or both the WIOA Youth services for Region 1 and Region 2 expire on June 30, 2021, approval of this item will allow expedited processing of the new agreements by the Procurement Manager to ensure there is no lapse of coverage with these important services and compliance with WIOA procurement requirements.

No general funds are required by this action. These services will be funded by Workforce Innovation and Opportunity Act (WIOA) Youth Funds. The total amount of this action is $500,000 for the period of July 1, 2021 through June 30, 2022. The amount of $500,000 is included in the HHSA proposed budget for fiscal year 2021-22. The related funding will be included in the requested budget process for future fiscal years.
