Reason for Recommended Action/Background |
The Health and Human Services Agency (HHSA) wishes to enter into a five-year renewal agreement with the California Department of Social Services (CDSS) to partner in providing agency adoption services under the authority of Welfare and Institution Code (W&I Code), Section 16130 and in accordance with Title 22 California Code of Regulations (CCR), Section 35127 through 35239.
HHSA also receives Temporary Assistance for Needy Families block grant funds and Adoption Assistance Program federal grant funds administered by the United States Department of Health and Human Services. These funds provide countywide services for safe and stable out-of-home care for children under the jurisdiction of the State or Tribal child welfare agency until the children are placed with adoptive families or placed in other planned arrangements for permanency, and for the adoption of children with special needs who meet certain eligibility tests.
Effective July 1, 2011, AB 118 realigned the funding for these services from the State to local governments. Prior to the passing of AB 118, the County and CDSS partnered under a Memorandum of Understanding regarding the provision of these services. Since the passing of AB 118, the County and CDSS have had a formal contractual relationship, as the funding now flows to the County. CDSS has continued to provide these services to the County, as such HHSA wishes to enter into a five-year renewal agreement with CDSS. This agreement will allow the continuation of services and enable HHSA to remit the funds to the State for the provision of agency adoption services.
Staff requests delegated authority to authorize the Yolo County Procurement Manager to approve this renewal agreement to expedite processing of the agreement which is currently under review with CDSS.
