On July 22, 2014, President Obama signed the Workforce Innovation and Opportunity Act (WIOA), replacing the Workforce Innovation Act of 1998 (WIA). WIOA is designed to help job seekers access employment, education, training and support services to succeed in the labor market and to match employers with the skilled workers they need to compete in the global economy.
Today’s recommended actions are intended to accomplish several critical actions that will keep Yolo County in compliance with the requirements of the Workforce Innovation and Opportunity Act.
Application for Subsequent Local Area Designation and Local Board Recertification Program Year 2019-21
The Application for Initial Local Area Designation Program Years 2015-17 and Initial Local Board Certification Program Year 2015-16 were approved by the Board of Supervisors on March 24, 2015. The County is required to submit a subsequent application for local area designation and local board recertification as required by WIOA Sections 106 and 107. The Application was developed in accordance with Workforce Services Directive (WSD) 18-14, which provided guidance and established procedures regarding the subsequent local area designation and local board recertification. The Application for Subsequent Local Area Designation and Local Board Recertification Program Year 2019-21 (provided in Attachment A) were reviewed and approved by the Yolo County Workforce Innovation Board and an unsigned copy was submitted to the California Workforce Development Board with an explanation for the absent signature(s) and the date by which the signed original will be sent.
Staff recommends that the Board approve the Application for Subsequent Local Area Designation and Local Board Recertification Program Year 2019-21, authorize the Chair to sign the related signature pages, authorize the Health and Human Services Agency (HHSA) to submit the Application and related documents, and authorize HHSA to edit the Application as needed to address any deficiencies identified by the California Workforce Development Board or designee following submission.
Two year modifications to the Yolo County Workforce Development Plan (Local Plan)
The Yolo County Workforce Development Local Plan (Local Plan) was approved by the Board of Supervisors on March 21, 2017. Under WIOA, a biennial update of the local plan is required in order to ensure plans remain current and account for changes in labor market and economic conditions or in other factors affecting the implementation of the local plan.
The two year modifications to the Local Plan was developed in accordance with Workforce Services Directive (WSD) 18-01, which provided guidance and established procedures regarding the two year modification of regional and local plans. Additionally, the Health and Human Services Agency, on behalf of the Yolo County Workforce Innovation Board and the Board of Supervisors, prepared the two year modifications to the Local Plan in alignment with the County Strategic Plan and California’s Strategic Workforce Development Plan. The two year modifications to the Local Plan was collaboratively developed and vetted with a wide range of partners and stakeholders including but not limited to CalWORKs, Adult Education & Literacy, Wagner-Peyser, Veterans Services, Unemployment Insurance, Vocational Rehabilitation, Migrant Seasonal Farmworkers, Housing and Urban Development Education, Carl Perkins Career Technical Education, Labor, Economic Development, Child Support, Probation, and Business.
The Yolo County Workforce Innovation Board reviewed and approved the draft two year modifications to the Local Plan (provided in Attachment B) and Enclosures (provided in Attachment C) on March 13, 2019; provided opportunities for public input at their public meetings on August 22, 2018, September 12, 2018, October 29, 2018, February 27, 2019, and March 13, 2019; and provided a 30-day public comment period from February 27, 2019 to March 31, 2019, with notifications being sent out through various publications throughout Yolo County. An unsigned copy of the draft two year modifications to the Local Plan was submitted to the California Workforce Development Board with an explanation for the absent signature(s) and the date by which the signed original will be sent.

Workforce Innovation and Opportunity Act Strategic Workforce Development Plan Update for the Capital Region (Regional Plan)
The Workforce Innovation and Opportunity Act Strategic Workforce Development Plan for the Capital Region (Regional Plan) was approved by the Board of Supervisors on March 21, 2017. Under WIOA, a biennial update of the regional plan is required in order to ensure plans remain current and account for changes in labor market and economic conditions or in other factors affecting the implementation of the regional plan. The California Workforce Development Board has made changes to the State Plan which require regional plans to be updated to keep them consistent with the policy direction of the State Plan. The WIOA Regional Planning Units as established by the State are required to submit two year modifications to the Regional Plan that address how regional partnerships will serve as the primary mechanism for aligning educational and training services with regional industry sector needs.
The State established the Capital Region Planning Unit, which includes Yolo, Sacramento, Yuba, Sutter, Glenn, Colusa, Placer, El Dorado and Alpine counties. These nine counties through their workforce development boards worked collaboratively to update the Regional Plan, which was drafted as well as made available for a 30-day public comment period from February 15, 2019 to March 15, 2019 by Sacramento Employment and Training Agency, which serves as staff to the Sacramento Workforce Development Board. The Yolo County Workforce Innovation Board reviewed and approved the draft updates to the Regional Plan on March 13, 2019.
Staff recommends that the Board approve the update to the Regional Plan (provided in Attachment D) and authorize the Health and Human Services Agency to submit related documents to the Regional Plan on behalf of the Workforce Innovation Board. |
