In 2015 after the County gained property owner ballot support, benefit assessments consistent with the Landscaping and Lighting Act of 1972 were established to provide funding for the maintenance and operations of a community park and aquatic center in the unincorporated community of Esparto. The park and aquatic center has since been formally named Tuli Mem Park. A brief summary of prior actions is provided below.
- Balloting Conducted: April to May, 2015
- Ballot Results: 61.08 % of the weighted returned ballots were in support of the proposed assessment
- Board Approval of 1st Year Assessment Levies: May 19, 2015
- Fiscal Year 2016-17 Approved Rates: $92.00 for Zone A, $73.60 for Zone B, and $92.00 for Zone C, per single family equivalent benefit unit (SFE)
- Annual CPI: In each subsequent year, the maximum assessment rate increases by the annual change in the Consumer Price Index (CPI-W and CPI-U) for the San Francisco-Oakland-San Jose, CA area for the most recent February to February as compiled by the Bureau of Labor Statistics.
The initial Engineer’s Report prepared for the Assessment District was based upon the former planned location of Tuli Mem Park, identified as Assessor’s Parcel Number 049-150-007. Subsequent to that approval, the parcel became unavailable. Yolo County identified another location for the community park and aquatic center, identified as Assessor’s Parcel Numbers 049-160-017 and 049-160-020. This location change necessitated revisions to the original assessment engineering pertaining to the assigned Zones of Benefit.
These updates resulted in setting the Maximum Authorized Rates, which were lower than the highest original rates, plus the Consumer Price Index increase. Revised,and approved rates per single family equivalent benefit unit for 2017-18 were set at $76.10 for Zone A, $60.88 for Zone B, and $76.10 for Zone C. Proposed assessment rates for 2019-20 are $80.72 for Zone A, $64.58 for Zone B, and $80.72 for Zone C.
To date, three years of assessments have been collected (fiscal years 2016-17, 2017-18, and 2018-19). The current projected Maintenance and Operations District fund balance is $66,566.

The engineer's report was prepared by SCI Consulting Group, registered, professional engineers. The report is available for review at the Clerk of the Board's Office.
On May 21, 2019 the Board of Supervisors adopted resolution number 19-71 which preliminarily approved the Engineer's Report and set the date of today's public hearing.
Approval of the resolution today will order the continuation of the levy assessments for FY 2019-20, and will cause those levies to be submitted by SCI Consulting Group to the County Auditor to be included on the 2019-20 property tax bill.
